LIST, description

Landfill leachate or gas condensate derived from listed waste. Landfill leachate and landfill gas condensate derived from previously disposed wastes that now meet the listing description of one or more of the petroleum refinery listed wastes would be regulated as a listed hazardous waste. However, U.S. EPA temporarily excluded such landfill leachate and gas condensate from the definition of hazardous waste provided their discharge is regulated under the CWA. The exclusion will remain effective while U.S. EPA studies how the landfill leachate and landfill gas condensate are currently managed, and the effect of future CWA effluent limitation guidelines for landfill wastewaters. 

It should be noted that not all wastes from these 13 industries are hazardous, only those specifically described in the detailed K-list descriptions. 

The net effect of the mixture and derived-from rules for listed wastes can be summarized as follows once a waste matches a listing description, it is forever a listed hazardous waste, regardless... 

Preliminary Hazard List Description. The incorporation of this information into a PHL entry is shown as Table I. This entry describes the nature of the hazardous event (column 1), why or how the hazard may result in a mishap (column 2), the effects on operating personnel, equipment, and the facility (column 3), the risk assessment code assigned to the uncontrolled hazard (column 4) and any comments the originator may have (column 5).

Hewitt and Smith (1975) have listed descriptions of deficiency symptoms, the most frequent being chlorosis. Visible symptoms are important in diagnosis of deficiencies however, disturbance of metabolic processes and consequent losses in production of biomass may occur before the deficiency symptoms are recognised.
