Brief Overview. Quality function deployment (QFD) is a powerful and widely used method to define your customers, determine their needs, benchmark the competition, and define engineering parameters and targets that, when met, will lead to a successful product. The QFD diagram, referred to as the house of quality because of its shape (Fig. 31.1), provides an important view of the customers needs. Understanding your customers and the environment in which you must compete is cmcial to your problem definition. 

These new perspectives reflect new principles to follow, new procedures to develop and implement. This "new safety work" will lead to different perceptions, attitudes, and even values. Ultimately, the tenth paradigm shift can be reached. When safety goes from priority to value, it will not be compromised at work, at home, or on the road. Naturally, numerous injuries will be prevented and lives saved everyday. This vision should motivate each of us to be active in the safety achievement process. This book helps you define your role.

You have to sell your ideas and make your case constantly and consistently. Do not assume that just because safety may be considered a value that it will get the desired resources. The game becomes setting a strategy the leads you to be able to consistently show that your process and its programs are effective and efficient in relation to other specialties. What you must do is determine how to best present your case that hazards and associated risks are defined in the same language and terminology as used by the organization. 

Writing a description of a problem is a disciplining activity that focuses thinking and enhances understanding of a problem s facets. Writing encourages you and others to think deeper and wider. This, in turn, often leads to solutions in that a problem well defined is partially solved. Whatever your personal style, don t rush to your supervisor immediately upon discovering a problem. Think about it, perhaps write about the problem, and identify at least one feasible solution. Then talk to your supervisor. This will enable both you and your supervisor to make the best use of your collective time. Expect the same of people who report to you.
