Research and Innovation Joint Economic Committee Special Study on Economic Change... 

The Research and Innovation Area Study (RIAS) is a study being conducted for the Joint Economic Committee of the U.S. Congress, which is currently chaired by Senator Lloyd Bentsen of Texas. We have been working on RIAS for about two years now and are in the process of completing the first phase. The entire study is scheduled for completion in mid-1980. The objectives and procedures of the study, the contents of the final report, and some of its implications are described in this paper. 

The first of these phases, analysis and assessment, is just now being completed. The integration phase is to occur between now and the end of 1979, and the policy consideration phase, which will involve the Members of the Joint Economic Committee, will take place in the first six months of 1980. 

For each of the nine Area Studies, recognized eucperts were named as Area Directors. In addition, a member of the regular staff of the Joint Economic Committee and one from the Congressional Research Service were appointed to assist each Area Director. For the Research and Innovation Area Study, which I will describe in more detail later, Walter Hahn, Senior Specialist at the CRS is Area Director. Richard Kaufman, General Counsel of the Joint Economic Committee is the JEC representative, and 1 am the CRS staff representative. 

These types of policy issues are among the most difficult for our political system to deal with and The Joint Economic Committee s Special Study on Economic Change may be a first step toward integrating technology policy with macro-economic policies at the Federal level.

In reeent years there has been a growing trend of increased security in systems used in critieal national infrastrueture (ineluding the development and eertification of high-security systems to a Common Criteria Evaluation Assurance Level, often EAL 4 and above). This is due to the perceived growing threat of cyber warfare and cyber terrorism. This potential threat was predicted by US Congressional Joint Economic Committee, which also warned back in 2002 that the extent and effects of cyber terrorism on US infrastructure were not yet understood however, it was reported (Mann 2002) that... 

The amount of the material that can be ingested without unreasonable risk of adverse health effects may be considered an acceptable daily intake. This refers primarily to food chemicals. To arrive at an acceptable daily intake, appropriate toxicological tests and safety factors are involved. ADIs have been established by the U.S. Food and Drug Administration, the World Health Organization, the Joint Expert Committee on Food Additives, and the European Economic Community. 

When the first Moss Bill was filed, its provisions were studied by the American Chemical Society Committee on Economic Status and the Committee on Patent Matters and Related Legislation. One concern was whether an official ACS position on the bill should be presented to the governing congressional committee. The ACS bodies also felt that consideration should be given to the active involvement of ACS itself in developing a program for encouraging compensation to employed inventors. It soon became apparent to the members of the two ACS Committees that the issue was more complex than appeared, and a joint subcommittee was appointed to study the entire question in depth. This subcommittee, under my chairmanship, has been active since 1972, and it made a report to its parent committees in the fall of 1974 with recommendations for future action. 

An initial effort by a prior subcommittee of the Committee on Economic Status, involving a survey of a representative number of industrial companies, had developed details on the then-current methods for compensating employee-inventors. The joint subcommittee, however, felt that recommendation of a formal position to be taken by ACS would first require answers to some basic questions, for example ... 

Dr. Alan Auerbach, professor of Economics at the University of California of Berkeley and former chief economist at the Joint Committee on Taxation, estimates that the average family of four will have 3,000 more in income per year with a flat tax.

Thus, a key purpose of joint committees is to gather, review, analyze, and solve problans that are critical to the success of the business and are not appropriate for the collective bargaining process. Another purpose of these committees is the formation of a level playing field, which has as its ultimate purpose the success of the business. These committees can help build bridges of cooperation, which can lead to increased productivity, quality, efficiency, safety, health, and economic gains shared by all parties.
