Integration plan

Risk-based information provides a foundation for regulation of severe accidents. Early PRAs, with large uncertainties, indicated risk that was above or below the Safety Goals depending on containment performance. Consequently the NRC developed an Integration Plan for Closure of Severe Accident Issues (SECY-88-47) with six main elements to this plan 1) individual plant examinations (IPE), 2) containment performance improvements, 3) improved plant oper itions, 4) severe accident research, 5) external event considerations, and 6) accident management.

The most important objective of the pilot study is testing and improving the integration plan. Deficiencies may be uncovered in the design or installation process. Problems with the installation will usually be evident immediately, as will some design problems other design problems may not be evident for sometime. 

The charts below describe the process that the VP, ESH followed to determine the potential benefits, outline the integration plan and implement it. The process is also illustrated through examples in the specific area of documentation systems, which was just one of the many areas that were being integrated at the same time.

The major findings of the COMPETES model with regard to C02 cost pass-through are summarized in Table 2. They are compared to model results from the Integrated Planning Model (IPM), which are described in more detail by Neuhoff et al. (this issue). As results are very sensitive to the gas/coal shift, small differences in the assumptions about gas prices, available gas generation capacity and interconnection capacity can explain the differences between the results of both models for The Netherlands.
