On the other hand, Palma de Mallorca is also a successful example of urban water reuse within an integrated water management framework. Since the end of the nineties, tertiary treated (coagulation, flocculation, sand filtration and gaseous chloride disinfection) water is used for public parks, landscape and golf courses irrigation. About 7 Mm year are currently used, thus saving equal amounts of potable water. This is the most efficient water reuse apphcation in Palma.

Better connection and closer interrelation between technical, economical and social aspects of the RBMPs. Besides integration, water managers would like to have more flexibility in the prioritisation of these aspects. With regard to the natural system itself, there is a need to focus more on groundwater and its connection (integration) with the rest of the aquatic system, i.e. sediment/soil/surface water/ groundwater and the land system.

Philippe Quevauviller has published (as author and co-author) more than 220 scientific and policy publications, 80 reports and 6 books for the European Commission and has acted as an editor and co-editor for 22 special issues of scientific journals and 10 books. Finally, he is Associate Professor at the Free University of Brussels and promoter of Master theses in an international Master on water engineering (IUPWARE programme), and he also teaches integrated water management issues and their links to EU water science and policies to Master students at the Universities of Paris 7, Polytech Lille and Polytech Nice (France). 

In this section we give some feedback on an operational interface between science and policy in supporting integrated water management. The size and the bndget of this kind of project represents a third difficulty. To develop scientific support for integrated water management, it is necessary most of the time to set up multi-disciplinary approaches. These kinds of project may require a much larger budget than mono-disciplinary researches.

Like any other environmental problems, dealing with integrated water resources management (IWRM) under water scarcity is not simple. There are at least five important factors for this complexity ... 

Rizzoli et al. [37] propose the application of neuro-dynamic programming for the integrated water resources management. This approach, although faster than stochastic models, is still under study for real applications. 

The management water plan of the Catalan Water Agency and previous works [7, 55, 56] have been used to develop an EDSS for integrated water resources management (EDSS-41WRM). Its objective is to integrate a set of measures of the different specific plans to show that all the proposed measures are able to achieve the water quality objectives. The general scheme of this EDSS is showed in Fig. 2. 

Another significant point raised in Fig. 3 is that the number of references related to the development of DSS to carry out an integrated water resources management is very scarce before 2000s, that is, when the WFD, which emphasizes integrated management as one of the key concerns in river basin management, was launched. 

Despite the fact that EDSS have been successfully used to solve complex enviromnental problems, it seems clear that more research is needed in this area. From our experience during last years, we have identified the still open questions in the development and application of EDSS. It can be foreseen that the research bottlenecks for EDSS for water scarcity and integrated water resources management should be focused on the following issues ...
