The principal equipment for the ultrasonic examination is the P-scan system, PS-4, which is a computerised ultrasonic system, developed by FORCE Institute, for automatic, mechanical and manual ultrasonic examination of welds and materials. The system has documentation and storage facilities for all data related to each inspection operation, and includes visualisation of the inspection results in the form of images of the material volume examined.

The federal government is the only entity that can authorize the manufacture, sale, storage, and use of explosives. Therefore, it can issue administrative regulations requiring mandatory and random inspection of facilities as a licensing requirement. 

Storage of POPs Related enterprises shall establish storage facilities meeting relevant conditions and also that meet the requirements of Rule for Storage of Hazardous Chemicals (GB15603-1995). For new construction, renovation, or expansion projects of such facilities, the Chinese government shall impose a strict approval system. To this end, Measures on Safety Inspection of Construction Projects for Production and Storage of Hazardous Chemicals were issued in 2005. 

The destruction of these declared stockpiles has made considerable progress. There have been difficulties and delays, but there is no doubting the full commitment of all possessor States Parties to complete the destruction of all their chemical weapons within the time frames established by the Convention. Furthermore, facilities that were used in the past to produce chemical weapons are being destroyed or converted for legitimate purposes. Destruction as well as conversion operations are subject to systematic verification by the OPCW, which has conducted more than 1,800 inspections, in 65 States Parties, since the beginning of inspections in 1997. More than 1,000 of these inspections were conducted at CW facilities (CW storage facilities, former CW production facilities, destruction operations, and locations where old and/or abandoned chemical weapons are being recovered and destroyed). Documentation associated with HCF waste management activities and maintained in the HCF Facility includes Chemical Waste Disposal Requests, Radioactive/Mixed Waste Disposal Requests, Radioactive Waste Traveler Forms, Radioactive and Chemical Waste Addition Logs, and storage-facility periodic inspection checklists. The respective waste management group within the ES H Center, as described below, maintains the original disposal requests. 

A view of the general arrangement of the fuel-handling system is shown in Fig. 5.6. New fuel assemblies arrive at the plant in shielded and cushioned containers. They are unloaded and inspected in a shielded new fuel-handling facility located in the reactor service building (RSB). The verification provisions of the Chemical Weapons Convention are not nearly as extensive as those employed by UNSCOM. The CWC inspectors will lack the access rights, the freedom of movement, and the surveillance opportunities enjoyed by UNSCOM. They will have to implement two systems of verification, involving routine and challenge inspections. Under the routine system, inspectors will be required to validate the declarations of participating states to the OPCW on topics specified in the treaty. This will include initial information on the size and composition of existing stockpiles, storage facilities, and any production facilities the actual destruction of those stockpiles and production facilities (or the conversion of the latter for purposes not prohibited under the Convention) the non-diversion of chemicals made in civilian facilities for military purposes and the operation of the single, small-scale facility pennitted to each state party for the production of Schedule 1 chemicals for research, medical, protective and other purposes. 

The scope and frequency of the routine verifications will vary considerably. The on-site inspections and monitoring of declared weapons and storage facilities are to be undertaken promptly or as soon as possible after the initial declarations. Thereafter, the storage facilities will be liable to periodic inspections at 48-hour notice (or at shorter times to resolve urgent problems ) to ensure that chemical weapons have not been diverted prior to destruction.
