Incompetence personal

It is observed that the task of safety is frequently assigned to less-qualified or incompetent persons. In reality, there are only one or two individuals who are competent or active in the Safety Group. The safety is adversely affected if these competent individuals change their position within the organization or leave the organization for any reason. The management should therefore foresee this problem and provide a workable solution [33]. 

We also need to look at the process models used in the decision making. What information did the decision makers have or did they need related to the inadequate control actions What other information could they have had that would have changed their behavior If the analysis determines that the person was truly incompetent (not usually the case), then the focus shifts to ask why an incompetent person was hired to do this job and why they were retained in their position. A useful method to assist in understanding human behavior is to show the process model of the human controller at each important event in which he or she participated, that is, what information they had about the controlled process when they made then-decisions. 

Compelling a prisoner, parolee or probationer to take a pharmacotherapy drug, assuming the person is not mentally incompetent or dangerous, is akin to torture or barbarism. It treats the person as a means, rather than an end, and ought to be considered cruel and unusual punishment.

In 1997, for example, Deborah Kitchen was shot by her ex-boyfriend, leaving her paralyzed. We would propose that all mentally ill persons, whether adjudicated or presumed incompetent, retain the right to articulate their objection to or refusal of treatment and that any such concerns must be heard. The critical factor regarding treatment refusals by the mentally ill is whether, when, how, and by whom such a refusal can be overridden. In our opinion, the decision to override a treatment refusal is best made by medical personnel rather than the legal system the override decision should be allowed in all circumstances, not just emergencies and it can and should be made expeditiously ( 19). 

Inability to understand oneself and one s actions, when it results in failure to realize intentions, is tantamount to personal incompetence. Having self-insight and being able to act on one s insight are prerequisites of being personally competent.

A significant factor in the evaluation of personal risk is the extent to which one has control over the precise circumstances, particularly whether engagement in an activity is voluntary or enforced, necessary or accidental [6]. Our right to choose whether or not we do something has a direct impact on how we perceive the risk associated with it and, in turn, its acceptability. Similarly we may regard a hazard which we consider to be a necessary evil differently compared with one arising as a result of incompetence or maUdousness. This of course has serious implications for healthcare provision.
