These regulations illustrate a trend that is occurring in safety legislation, which is now starting to move from a prescriptive approach with definitions of what has to be done in specific situations to a more risk-based approach where the precautions and actions taken are left to the individual user provided they meet certain risk-based criteria. A proposed European Directive concerning minimum requirements for improving the safety and health of workers potentially at risk from explosive atmospheres extends this concept to all work places where flammable atmospheres may be formed. When adopted, this will require all employers to carry out a hazard assessment to identify whether a flammable atmosphere is likely to exist and, where so, to demonstrate that appropriate technical, organisational and other measures appropriate to the nature of the operation have been taken to minimise the risk. [Pg.80]

Several methods are available for identifying and assessing hazards (Kletz, 1990). Hazards can be identified through checklists, failure mode effect analysis (FMEA), fault tree analysis, event tree analysis, what-if analysis, and hazard and operability studies (HAZOP). Assessing hazards can be done through hazard analysis (HAZAN), codes of practice, the Dow Explosion Index, and prototype index of inherent safety (PIIS). [Pg.233]

The Chemical Process Industry (CPI) uses various quantitative and qualitative techniques to assess the reliability and risk of process equipment, process systems, and chemical manufacturing operations. These techniques identify the interactions of equipment, systems, and persons that have potentially undesirable consequences. In the case of reliability analyses, the undesirable consequences (e.g., plant shutdown, excessive downtime, or production of off-specification product) are those incidents which reduce system profitability through loss of production and increased maintenance costs. In the case of risk analyses, the primary concerns are human injuries, environmental impacts, and system damage caused by occurrence of fires, explosions, toxic material releases, and related hazards. Quantification of risk in terms of the severity of the consequences and the likelihood of occurrence provides the manager of the system with an important decisionmaking tool. By using the results of a quantitative risk analysis, we are better able to answer such questions as, Which of several candidate systems poses the least risk Are risk reduction modifications necessary and What modifications would be most effective in reducing risk ... [Pg.1]

For a dust ignition to occur, the suspended solids concentration must lie between lower and upper limits which vary from material to material and are influenced by subtle factors such as particle shape and size distribution. The exposure potential from adjacent facilities due to catastrophic incidents such as a fire, explosion, or a chemical release should be identified when conducting a site assessment. Reassessments of nearby facilities may also be warranted as changes to the surrounding exposures occur over time. High hazard or poorly protected operations may present a risk to a nearby chemical warehouse. The most effective approach for minimizing the exposure is usually sufficient spatial separation or fire walls.
