Tt is encouraging to note that innovation is receiving major attention - by industry and government policy makers not only in the United States but in most other industrialized nations as well. Among other benefits, innovation is seen as a way to create new jobs, increase productivity, and reduce infiation. Due to a combination of circumstances, U.S. iimovation has been lagging somewhat behind its past outstanding performance. Current statistics, such as oiu- continuing trade deficits, with no hope of a surplus in the immediate future, illustrate the seriousness of the current situation. By no means, however, is innovation dead in this country, nor will it be in the future. 

Government policy is to encourage more sophisticated technologies and higher value-added products which inevitably will result in changes in the distribution of employees and the potential demise of some of the products. For example, the manufacture of films and bags, housewares, and some containers will decline as manufacturers move to areas such as Malaysia, Indonesia and China in search of lower production costs. On the other hand precision moulded parts will expand as the demand for sophisticated parts for electronics and other sectors increases. 

The NRG Policy encourages "the earliest possible interaction of applicant, vendors and government agencies with the NRC." The PSID submitted herein provides the vehicle for an early preapplication interaction with potential applicants, vendors, and government agencies. 

Government policies to encourage universities to attract more students, and university policies to attract and admit more students, have seen significant increases in the numbers of less well prepared students undertaking engineering studies without a commensurate increase in teaching resources. At the same time, student commitment to study has reduced in response to increased commitment to part time work, leading to a trend of student non-attendance of classes and incomplete attempts of tutorial questions and assessment tasks. 

Government policy in the UK is to remediate land via voluntary means wherever possible. The preferred route is by encouraging redevelopment of contaminated sites and using the planning and building control systems to obtain satisfactory remediation (Scottish Environmental Protection Agency (SEPA), 2007). Using the powers of Part 2A is seen as a method of last resort.
