Goals policy

These are addressed ind The Backfit Rule (10 CFR 50.109, and the NRC Safety Goal Policy Statement (SECY-89-102). The Backfit Rule applies not to the regulated industry, but to the NRC staff. It says that backfitting is required if it will result in substantial increase in safely and the direct and indirect costs of backfitting are justified. (This limitation does not apply if the modification is necessary for compliance with regulations). 

The Safety Goal Policy Statement was published to define acceptable radiological risk IVom nuclear power plant operation, and by implication provide a de minimus risk to be assured without cost considerations. Safety beyond the minimum requires cost-benefit analysis. Since being promulgated, bulletins and generic letters have been imposed to enhance safety, under the provisions of 10 CFR 50.109, the Backfit Rule. 

You will be in a better position to manage yom documentation and be ready for a compliance review if you adopt operating principles that are outlined in this book. That is to say, if you develop and promote a strong safety management philosophy, implement safety goals, policies, and procedures consistent with that philosophy, and continuously monitor the effectiveness of your program, paperwork management will be a matter of routine. 

As a safety pro concerned with loss control and risk reduction, you will need to start thinking in terms of systems. You know what your goals, policies, and procedures are, so you should have a clear idea of what variations you are tr3dng to avoid. 

The safety goal policy makes it clear that the quantitative safety goals are not hard and fast requirements (such as a rule would be). This situation does not alleviate the fact that an actual implementation approach is not yet approved as of early 1993. Implementation is discussed more in Module 2. 

Efforts are currently under way to more precisely define terms, such as "substantial additional protection," and to coordinate the Backfit Rule with the Safety Goal Policy. These issues are discussed in more detail in Module 2. 

The next three subsections describe the role that quantitative risk estimates played in addressing and resolving three important regulatory issues Anticipated Transients Without Scram, Auxiliary Feedwater System Reliability, and Station Blackout. Following these discussions, current policies and practices of the NRC regarding the use of quantitative risk estimates are discussed in subsections addressing the Safety Goal Policy, the Backfit Rule, and Individual Plant Examinations.

In addition, for our models presented here we make the assumption that the supply chain is distributed globally and each player within the chain has its own goals, policies and eultures. The channel master who occupies a dominant position in the ehain has all the information on its partners. 

Reactor maintenance organization goals, policies, and objectives shall be developed in accordance with INPO 85-001, "Performance Objectives and Criteria for Operating and Near-term Operating License Plants" (parts MA.1-10) (Reference 4).
