Social Security funding

Payment by third-party payers, especially by the national health insurance programs or social security funds, has expanded dramatically during the last several years and the program to promote rational use of drugs is soon expected to make significant contributions. Most retirements are funded with a combination of pension income, Social Security, and personal savings. 

Medicare Part B is a voluntary form of insurance, and beneficiaries choose whether to enroll in this part of Medicare. Parf B is financed parfly by a premium charged to the beneficiary ( 54/mo in 2002) and fypically is deducted from the beneficiary s Social Security check. The rest of Parf B funding comes from general federal fax revenues. Medicare Parf B helps cover physicians services, outpatienf hospifal care, and some ofher medical services not covered under Part A. Nearly 95% of Medicare beneficiaries choose to enroll in Part B because the federal government pays for 75% of the premium cost. Medicaid pays the Part B premium for low-income elderly. 

Progressively, a system of price administration cind political convention has been introduced. The Economic Committee for Medicines (Le Comity Economique du Medicament [CEM] is charged with this responsibility and was instituted with Law No. 96/452 of 28 May 1996 (official 29 May 1996). It is composed of representatives from the following four ministries Economics cind Finance Industry Social Security and Health plus a representative of the National Health Assurance Fund. Within the limits set by the government, the CEM sets the price of medicines by agreement with the industry.

Almost 70 percent of the population is covered by the social security systems, which are funded by obligatory contributions of employees eind employers. Reimbursement depends on the products and the nature of the illness. Copajonent varies with the product and patient pensions pay 10 percent of the retail price others pay 20 percent. Patients with chronic illnesses are reimbursed 100 percent. 

In 1988, the DHSS was split into two departments, the Department of Health (DoH) and the Department of Social Security (DSS). Following the Evans-Cunliffe report, from April 1989, the Medicines Division of the DoH became the Medicines Control Agency (MCA) under a director, and was expected to self-fund its operation from fees commensurate with the services provided. The UK MCA in 1997 had 458 staff, of whom 150 approximately worked in licensing, 130 in post-licensing, including pharmacovigilance, 75 in licensing inspection of manufacture and enforcement, and... 

The Federal Unemployment Tax Act of 1939 (P.L.76-379) (hereafter FUTA) and Titles III, IX, and XII of the Social Security Act of 1935 form the framework of the system. FUTA imposes certain mandates on states as a condition of their receipt of federal administrative funds and tax rebates. The two most important among them are a federally determined minimum wage base and the use of firm-level experience rating. FUTA imposes a 6.2% gross tax rate on the first USD...

Medicaid A government medical assistance program that pays for medical expenses for the poor and certain other classes of uninsured people, established by the Title XIX of the Social Security Act of 1965. Each State administers its own program. Medicaid is funded by both the State and Federal governments. 

Shizuishan On the one hand, the traditional industries like coal, electric power and metallurgy were reformed and promoted on the other hand, the new featured industries such as new materials, nonferrous metal, equipment manufacturing and fine chemistry were cultivated and expanded. Funds were invested, many kinds of jobs were set up, the reemployment and social security of the whole city were propelled actively, vocational education was developed vigorously and let the vocational education promote employment. The reformed and cultivated industries of new features have achieved 2.88 billion yuan worth of added value for the whole city by the end of 2007. It has created a stable social environment for economic transformation. During 5 years, it has achieved jobs for 870,000 people in town and has taken the lead in the implementation of the new rural cooperative medical care and basic medical insurance system for urban residents in Ningxia. 

Another area that may impact the safety function within the Social Security Act is unemployment insurance. This nationwide joint federal and state system provides unemployment benefits to protect individuals and families against the loss of income due to unemployment. This complex system is encompassed within the Social Security Act as well as the Federal Unemployment Tax Act, requiring employers to provide an unemployment tax to the state at varying rates for employees, and the state to provide the funds to the U.S. Treasury Department. The secretary of the treasury is responsible for investing the funds, and the U.S. Department of Labor is responsible for certifying the unemployment payments to the state agencies. Each state has individual unemployment compensation laws that incorporate various provisions of the Social Security Act and Federal Unemployment Tax Act.

From these arguments it may be inferred that basic security benefits do not come under the property guarantee of Art. 14 GG. They are not based on substantial personal contributions because they are granted from tax revenues in the form of welfare benefits, irrespective of any previously paid contributions. This was confirmed by the most recent judgment of the Federal Social Court. It was made clear that eamings-related unemployment assistance could be replaced by flat-rate UB II. As both benefits are means-tested and tax-funded, the property guarantee of social insurance does not apply.
