Progressively, a system of price administration cind political convention has been introduced. The Economic Committee for Medicines (Le Comity Economique du Medicament [CEM] is charged with this responsibility and was instituted with Law No. 96/452 of 28 May 1996 (official 29 May 1996). It is composed of representatives from the following four ministries Economics cind Finance Industry Social Security and Health plus a representative of the National Health Assurance Fund. Within the limits set by the government, the CEM sets the price of medicines by agreement with the industry. [Pg.123]

In trying to grab the other companies, Von Schnitzler met the government opposition cleverly. He did not seek immediate control he suggested that the Economic Ministry appoint Farben men as "trustees for the Reich," with authority to "continue the works or to close them and make use of the stocks of raw materials, intermediates, and finished products." Von Schnitzler pointed out that 85 per cent of coal tar and intermediates produced by Farben for the Nazi war machine came from Ludwigshafen in western Germany. Strategy demanded that Farben find safer eastern plants such as these in Poland. [Pg.120]

Still, the Ministry of Economics would not appoint Von Schnitzler. On September 29 they did appoint two less powerful Farben men as commissars of the three dyestuffs companies. The Ministry made it clear that these men were hired to act as "Reich trustees," but immediately the I.G. Vorstand referred to the two as "Farben trustees." These were the men, Schwab and Schoner, who had come to call on Dr. Szpilfogel. [Pg.120]

The representatives of Goodyear and Goodrich were harder to satisfy. They had come for a license, and they brought with them proof that if they didn t get the hcense they would be producing a heavy-duty tire within a few years anyway. He importuned the commercial committee "We must begin immediately with the greatest possible speed to employ Sudeten Germans and train them with l.G. in order to build up reserves to be employed later in Czechoslovakia." The New Order for France" educated the Ministry of Economics on new means of war production. Going far beyond the mere "strengthening of the German militaristic potential," it called for "a fundamental change in the forms and media of French commercial policy in favor of German exports." It asserted that "the economic, political, and military superiority" of Germany over France was to be established once and for all. [Pg.293]

Ministry of Economics, which didn t see the need of taking over French dyestuffs, also rejected this phase of Farben s "New Order for France." "No pressure of any kind," said Hitler, "will be exerted on the dyestuffs companies." Farben went to other branches of the government with a plan that would make the French owners pliable —to halt dyestuffs production by decree, to withhold raw materials from the French factories, "to hamper imports and exports between occupied and unoccupied France."
