German Environmental Specimen Bank Established to systematically collect, process, characterize, and store environmental samples. Blood and other human specimens have been collected since 1981 from about 100 unexposed persons (German Federal Environmental Agency 2006).

The data were assessed by the ISO 5725-2 protocol [3] implemented in the software package Prolab98 (Dr Uhlig, Quo Data, Dresden, Germany), which is routinely used by the German Federal Environmental Agency for evaluation of laboratory proficiency tests. Outliers were rejected by use of Grubbs test (P=l%) and Cochran s test (P=l%). 

Last but not least, a new institution was created, the German Emissions Trading Authority at the German Federal Environmental Agency (Deutsche Emissionshandelsstelle im Umweltbundesamt - DEHSt), for the implementation of the emissions trading system. This institution has more than 100 employees at present. 

Table 12.1 shows the bioindicators available at the German Federal Environmental Specimen Bank. The criteria for choice of the sample species are discussed in detail in Klein and Paulus (1995). The expected functional connections between ecosystems are shown in Figure 12.6.

The task of the Commission on Human Biological Monitoring of the German Federal Environmental Agency is to develop scientifically based criteria for the application of human biological monitoring and for the evaluation of human monitoring data in environmental medicine. The results of earlier cadmium emission estimates within the German Federal Environmental Protection Agency, the available data from Paris Commission program (PARCOM), the European Soil and Sea Quality and Atmospheric Deposition of Selected Substances (ESQAD) data and emissions estimated by national experts in some countries are presented in Table 5 (Anon, 1994). 

The German Federal Environmental Agency defined P-red use as unproblematic (like ammonium polyphosphate (APP) and ATH) in its risk assessment report on the most commercially important FRsin August 2001.
