Data is a driving force behind the Compliance, Safety, Accountabihty (CSA) enforcement program. Information is entered into a federal data base where it is evaluated. Previous to CSA, information on a specific carrier was filtered through SafeStat and scored. The system that replaced SafeStat is the Safety Measru-ement System (SMS). Unhke SafeStat, SMS will generate both a carrier and driver evaluation and score every roadside inspection violation, even those that did not result in an Out-of-Service order. [Pg.63]

Differences in data collection practices make reliance on federal figures problematic. For example, some data on African American chemists are reported for U.S. citizens and permanent visas for certain years, while other data are reported for U.S bom citizens for different years. Unfortunately, some data are reported for academic years, while others are presented for calendar years. Moreover, some data are aggregated as the physical sciences, while other data are disaggregated by discipline. Some professional societies report data based only on their membership. In 1998 the Combined DNA Index System (CODIS) was begun by the Federal Bureau of Investigation (FBI). It is an automated forensic data bank that contains DNA profile data related to most of the recent major crimes. The experience base for GCR fuel behaviour under accident conditions was reviewed at an IAEA Specialists Meeting in 1990 [Ref. 2], and a CRP on Validation of Predictive Methods for Fuel and Fission Product Behaviour in GCRs was initiated in 1993. Countries participating in this CRP include China, France, Japan, Poland, Germany, the USA and the Russian Federation. The Federal government alone has over 220 chemical data files in various agencies and in different forms, from file cards to computer files. Many of these are not open to the public, and those that are usually require a formal request for a data-base search.
