Fact-finding

In some investigations, a particular physical or chemical law, principle, or property may explain a sequence of events. Include laws in the notes taken during the investigation or in the later analysis of data. In addition, gather data during the investigation that may lend itself to analysis by these laws, principles, or properties. An appendix in the final report can include an extended discussion. 

In general, experienced personnel should conduct interviews. If possible, the team assigned to this task should include an individual with a legal background. In conducting interviews, the team should 

Get preliminary statements as soon as possible from all witnesses. 

Locate the position of each witness on a master chart (including the direction of view). 

An ange for a convenient time and place to talk to each witness.

Outline work to date (meetings with colleagues, fact-finding, etc.) Recommend establishment of task team (membership, responsibilities) Present process overview ... 

Assessment results reflect the method selected. Any assessment you conduct will involve sampling of documentation and interviews with the people involved in program development and implementation. The scope and depth of your fact-finding and verification efforts will determine how detailed an Implementation plan can be developed.

Calculation of k from Pairs of Data Points, k values can be calculated from successive pairs of experimental points. For large data scatter, however, or for points close together, this procedure will give widely different k values from which fc ean will be difficult to determine. In fact, finding k by this procedure for points located at equal intervals on the x-axis is equivalent to considering only the two extreme data points while ignoring all the data points in between. This fact can easily be verified. Figure 3.26 illustrates this procedure. 

In child custody cases, protracted fact finding can also modify what cs the child s 1 merest. Since courts place great emphasis on the continuity of the child-parent relationship, (here is a presumption, which grows stronger as the case drags on, in favor of the parent who has lemporaiy custody. 

Go on fact-finding trips, not vacations. Even if you are using vacation time, take a few days and get practical. Visit the chamber of commerce, read the local newspaper, check out health care facilities, visit supermarkets and shopping malls, and attend church or synagogue.

The Bureau of Labor Statistics (BLS) is the principal fact-finding agency for the Federal Government in the field of labor economics and statistics. It is an independent national statistical agency that collects, processes, analyzes and disseminates statistical data to the American public, U.S. Congress, other federal agencies, state and local governments, business and labor. The BLS also serves as a statistical resource to the Department of Labor. 

The investigation of incidents identifies the specific root causes and contributing causes for incidents. There is less emphasis on identifying the specific individuals responsible. Disciplinary actions are rare but likely if there is a history of repeated occurrences. There is usually a greater amount of explanatory detail in the incident report. There is greater tendency in a fact finding organization to report near-miss as well as minor incident events.
