Facility planning development process

Step 1 Assemble the facility EWSP team and the necessary background documents. Begin by identifying appropriate staff members needed for the facility team that will assume responsibility for plan development. Develop and publish a team contact list. Expertise from a range of individuals will ensure a comprehensive and robust plan. External community partners who would play a role in the response should be invited and encouraged to participate in the plan development process. 

The retention of experienced and knowledgeable personnel during facility operation and closure is an important management issue. Personnel staffing and retention plans need to be addressed early in the facility planning process. Implementation of a suitable personnel retention, transfer, and release program is essential to the successful closure of JACADS. The Army s contractor for JACADS has recognized this issue and has developed a staff retention plan. 

A safety professional will sign off on the change plans considering the provisions of our Design and Procurement of Equipment and Facilities Procedure and on the New Product Development process. 

Owners and operators of facilities the produce, process, and store extremely hazardous substances must develop a risk management plan (RMP) including an executive summary, registration information, off-site consequence analysis, five-year accident history, prevention program, and emergency response program. 

When the overall plot plan for a process facility is developed, ofF-sIte storage should be set at a lower elevation than the process unit whenever passible. This approach (.see Exhibit 15-12) provides an additional margin of. safety in the event of a major rupture. 

Although the conceptual study was conducted with minimal input from the NRPCT, KSC recognized that the scope of requirements that would be invoked by NR, to support the presence of a nuclear reactor, would need to be developed and assessed for compatibility with existing KSC/CCAFS requirements. These requirements were expected to dictate some of the design attributes of the facility, and as such, they factored into the early phase of the spacecraft processing facility plan. 

The non-hydrocarbon components of crude oil may be small in volume percent, typically less than 1 %, but their influence on the product quality and the processing requirements can be considerable. It is therefore important to identify the presence of these components as early as possible, and certainly before the field development planning stage, to enable the appropriate choice of processing facilities and materials of construction to be made. 

Postaudit Process The postaudit process consists of preparation of a draft report, preparation of a final report, development of artion plans, and follow-up. A draft report of the audit findings should be prepared shortly after the completion of the on-site audit. The draft report usually undergoes review and comment by facility personnel involved with the audit, experienced auditors not involved with the subject audit, functional specialists, and attorneys. The review of the draft report is done to assure that a clear, concise, and accurate report is issued, and not to modify or change the findings. Once this review procedure is completed, a final report can be issued and distributed based on a distribution list provided by the facility personnel. The final audit report should be issued in a timely manner and meet the time requirement specified in the audit plan. 

An action plan shoiild be developed by the appropriate personnel of the audited facility to address any deficiencies stated in the audit report. Action plans should state what is to be done, who is responsible for getting it done, and when it is to be completed. Ration e for not taking any action for any of the stated deficiencies should also be documented. The action plan is an important step in closing the audit process.
