Export restrictions

If this occurs, more specific regulatory intervention will not be far behind. Public health and regulatory measures to control ciguatera should consider the relative value of a fish diet compared to the risk of ciguatera, the economic and social importance of fish harvesting to a community, the anticipated intervention when toxic fish are identified (particularly if toxic fish represent a considerable portion of the total harvest), and guidelines for relaxation of specific restrictions (e.g., import or export restrictions) once implemented.

ARTICLE 13. EXEMPTION FROM IMPORT AND EXPORT RESTRICTIONS... 

Whether on land or offshore, the principle of satellite development is the same. A new field is accessed with wells, and an export link is installed to the existing (host) facility. Development is not always easier on land, as environmental restrictions mean that some onshore fields have to be developed using directional drilling techniques (originally associated with offshore developments). A vertical well can be drilled offshore away from the host facility, and the well completed using a subsea wellhead. 

Free substitution of protein meals ia feeds is much more restricted than interchange of oils ia foods. Because of a good balance of essential amino acids, soybean meal is an indispensable ingredient for efficient feeding of nonmminants, eg, poultry and swine. Soybeans provide ca 60% of the world s protein meals, including fish meal (Table 14). Of the 30.0 x 10 t of soybean meal produced in the United States in 1994—1995, 24.2 x 10 t was used domestically, primarily in feeds, and 5.7 x 10 t was exported (50). In the United States, poultry consume the largest share of soybean meal, followed by swine. Lesser amounts are fed to beef and dairy catde. Soybean meal is a principal ingredient in many pet foods (see Feeds and feed additives). 

National Defense Stockpile Goal for tin at 42,700 metric tons. On January 2, 1980, the Strategic and Critical Materials Transaction Authorization Act became effective. This authorizes the President to dispose of materials determined to be excessive to the current needs of the stockpile. This act provides for the sale of up to 35,600 metric tons of tin, including a contribution of up to 5100 metric tons of tin to the International Tin Council (ITC) buffer stock (see below). The GSA set up a schedule to offer about 500 metric tons of Grade A tin, for domestic sales and consumption only, every other Tuesday beginning July 1, 1980. On December 14, 1981, the restrictions on exporting the GSA tin sold were lifted sales increased immediately. Thus, from July 1, 1980, through December 11, 1981, the total GSA sales were 3170 metric tons. An additional 1815 metric tons were sold soon thereafter, mostiy to traders (10). 

Polychlorinated Pesticides. A once substantial but now diminished use for DCPD is in the preparation of chlorinated derivatives for further use or synthesis into pesticide compounds (see Insectcontrol technology). Soil permanence and solubiUty of the products in human fatty tissues have considerably restricted the use of these compounds. The more prominent chlorinated pesticides were aldrin, dieldrin, chlordane, and heptachlor, all of which use hexachorocyclopentadiene as a starting material. Aldrin and dieldrin are no longer used in the U.S. Chlordane and heptachlor are stiU produced, but only for export use. 

Since the 1993 court decision against Barr Laboratories, 5 tjjg elimination of outliers has taken on a decidedly legal aspect in the U.S. (any non-U.S. company that wishes to export pharmaceuticals or preciwsor products to the U.S. market must adhere to this decision concerning out-of-specifica-tion results, too) the relevant section states that ... An alternative means to invalidate an individual OOS result... is the (outlier test). The court placed specific restrictions on the use of this test. (1) Firms cannot frequently reject results on this basis, (2) The USP standards govern its use in specific areas, (3) The test cannot be used for chemical testing results. ... A footnote explicitly refers only to a content uniformity test, 5 but it appears that the rule must be similarly interpreted for all other forms of inherently precise physicochemical methods. For a possible interpretation, see Section 4.24. 

Pesticide residues consist of chemicals that might occur in a commodity as a result of application of a pesticide. Such chemicals typically correspond to compounds for which a regulatory agency has or will set a tolerance, i.e., a maximum residue limit, specific to the commodity. In either a field study or a market basket survey, residues to be determined will be those which result from application of the specific pesticide that the study is intended to support. A market basket survey, however, might be intended to support not just one but several different pesticides of the same or different chemical classes. In addition, a market basket survey might include pesticides not used in the USA but for which import tolerances exist. For example, some uses of the parathion family of pesticides on food products have been abandoned in the USA but remain in other countries that export the products to the USA. A market basket survey offers a means to evaluate actual dietary exposures to residues of such pesticides. In addition, tolerance expressions frequently include multiple compounds, all of which must typically be determined in residue field trials. The sponsor of the market basket survey must decide whether to analyze for all compounds in the applicable tolerance expression or to restrict the program to selected analytes, such as the active ingredient. 

Raw materials or goods which are exported to the USA are subjected to the same restrictions as those which are manufactured within the USA. There is also a duty to ensure that each delivery is authorised by the US customs authorities. Anybody who does not conform to these so-called TSCA (Toxic Substances Control Act) conditions must reckon on a high fine. This article examines in detail all the legal, administrative and financial steps that must be followed before making the first exports, including adhesives.
