It is important to perform a complete physical examination and history before the institution of therapy. The nurse examines the involved areas and describes them in detail on the patient s record to provide a database for comparison during therapy. 

Also interesting to explore is the tendency of authorities to attempt to out-compete each other, intending to be perceived as the most relevant authority in tackling a given problem. To draw out the dynamics between the two institutions, this section will reference the historical landmarks in air pollution regulation from both governing bodies, and examine the history and development of air pollution policy in Europe more generally.

Much of what I have said so far in this book, and particularly in Chapter 4, was an effort to answer the questions posed above. Since, in the discussion heretofore, my emphasis has been on institutional practices rather than on ideological (mythological) justifications, I shall concentrate, in this chapter, on what men believe and the imagery they use to express their belief, rather than on what they ostensibly seek and the means they employ to achieve it.

Once the essential initial ABCD interventions have been instituted, one can begin a more detailed evaluation to make a specific diagnosis. This includes gathering any available history and performing a toxicologically oriented physical examination. Other causes of coma or seizures such as head trauma, meningitis, or metabolic abnormalities should be looked for and treated. Some common intoxications are described under Common Toxic Syndromes. 

Mild hypothermia is a practical and safe method for neuroprotection when used properly. Victor Licata was subsequently turned over to a psychiatrist for evaluation. To place the events and ideas here examined in their historical context, and to provide the reader with a sweeping, though fragmentary, view of the whole fabric from which these threads have been tom, I have assembled, in this Appendix, a synoptic history of the dates, events, men, and opinions that seemed to me illustrative of, and significant in, the unfolding of this aspect of our history.
