Evidence of Competence

Research also exists which addresses directly the proposition of behavioral decision theory that bounded rationality leads people to use heuristics which in turn cause systematic error in traffic safety decisions. Max Hammerton and his colleagues specifically mvestigate the seriousness of bounds when people are asked to deal with traffic safety. They performed psychological laboratory experiments presenting situations which tested for willingness to deal with traffic risks, ability to rank traffic risks, accuracy of subjective risk relative to objective estimates of risk, and monetary valuation of reductions in traffic risks. The results show that people are willing and able to answer questions about traffic safety, there is no evidence of mendacity, people were coherent in that they were consistent in choices involving different bets and they were [Pg.36]

The smvey finding of general correspondence between subjective and objective risks is consistent with a wealth of observational data on automobile safety belt use. Surprisingly, given an apparent conventional wisdom that seat belt use is too low and that all people should always wear their belts, a wide variety of studies yield results which indicate that indeed people do respond, and respond appropriately, to situations with different benefits and costs of seat belt use. [Pg.37]

Results from the 1983 Nationwide Personal Transportation Study (NPTS) are again consistent with our individual net benefit model. Based on a survey of over 13,000 drivers, my calculations of NPTS data show people use belts more on wet, snowy or i roads, than under clear road conditions and more on long trips than on short trips.  [Pg.38]

A pilot study of shoulder belt usage is nearly unique because it isolates a benefit change. A survey of belt use was done on a trip from Baltimore to Pittsburgh on Labor Day 1981. During the trip a severe thunderstorm was encountered, which raised the perceived risk of accidental mjury.
