The first reading of the proposed REACH Regulation by the European Parliament is scheduled for November 2005 at the earliest. The rapporteurs for the lead Environment and Industry Committees, Guido Sacconi and Lena Ek respectively, have proposed extensive amendments to REACH. Hartmut Nassauer, the rapporteur for the Internal Market and Consumer Committee, also responsible for the European Parliament s opinion on the REACH proposal, has issued a report suggesting extensive amendments, and in essence has suggested REACH is completely redrafted. The Internal Market and Consumer Committee vote has been postponed from 5 September 2005. [Pg.22]

The REACH Regulation was formally adopted on 18 December 2006 by the Council of Ministers following the vote in second reading of the European Parliament on 13 December 2006. REACH entered into force on 1 June 2007. [Pg.33]

The RoHS procedure has now combined with European Union Registration, Evaluation, Authorisation and restriction of Chemicals (REACH), which is a new European Union Regulation (EC/2006/1907 of 18 December 2006). Four additional substances are listed that will be assessed as a priority, among these substances is hexabromocyclododecane, a brominated flame retardant widely used in expanded polystyrene for which no alternatives have been found so far. REACH addresses the production and use of chemical substances and their potential impacts on both human health and the environment it has been described as the most complex legislation in the Union s history and the most important in the last 20 years. It is the strictest law to date regulating chemical substances and will impact industries throughout the world. REACH entered into force in June 2007, with a phased implementation over the next decade. [Pg.94]

The European Union has been quite visible in recent years with such directives. RoHS (Restriction in the use of Hazardous Substances), WEEE (Waste of Electrical and Electronic Equipment), and REACH (Registration, Evaluation, Authorization, and Restriction of Chemical substances). RoHS places restrictions on use of lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls, and some polybrominated diphenylethers. WEEE targets responsible recycling of electronic equipment. REACH is a new European Community Regulation on chemicals and their safe use... [Pg.800]

These examples indicate that there should be no concern for emissions on a global scale in relation to chemicals that are produced in production volumes below 10 t per year. Volumes below 10 t per year are subject to the lowest degree of requirements in the new REACH regulation in the European Union. This is certainly necessary for exposure situations in occupational or other use but not when it comes to global dispersion. [Pg.210]
