Existing chemical substances do not have to be notified. These are defined as those listed on the European Inventory of Existing Chemical Substances (EINECS) (a. 1), a list of approximately 100,000 substances reported as being supplied in the EU during the reporting period of 1 January 1971 to 18 September 1981 (389, 394). Also the DSD does not apply to medicinal products, cosmetic products, wastes, foodstuffs, pesticides, biocides and radioactive substances. 

The inventory of substances on the EU market is just over 100,000 substances listed in the EINECS register (European Inventory of Existing Chemical Substances ) and ELINCS register (Eiuopean List of Notified New Substances ). 

Existing substances are substances deemed to be on the EU Market between 1 January 1971 and 18 September 1981 and listed in EINECS, the European INventory of Existing Commercial Chemical Substances (EU 2006j, ECB 2006). The substances placed on the market for the first time after this target date are new (Section 2.4.1.5).

European Inventory of Existing Chemical Substances (ENMECS) This is a list of all chemicals either alone or as components in preparations supplied to a person in a Community Member State at any time between 1st January 1971 and 18th September 1981. 

In 1979 the sixth amendment to the dangerous substances directive (79/831/ EEC) introduced a notification system for new substances and made provision for the publication of an inventory of existing substances, the latter being those substances on the European market by 18 September 1981. The European Inventory of Existing Commercial Substances (EINECS) was published in 1990 and lists 100,106 substances (SLIM, 1999). A decade later some 30,000 or so of these substances were thought to be marketed in volumes of above 1 tonne per year, these accounting for more than 99 per cent of the total volume of all substances on the EU market (CEC, 2001, p6). 

In Europe, 100,204 commercial chemical substances have been recognized and numbered under EINECS (European INventory of Existing Commercial chemical Substances) by the European Chemical Bureau (ECB) System. Another 4,381 new substances are classified under ELINCS Information System (European List of Notified Chemical Substances) since May 11, 1981. Among these. In Europe 1,230 chemical substances are officially identified as irritant or corrosive with Xi and C pictograms and risk sentences. 

Reactive dyes that caused respiratory or skin sensitization in workers on occupational exposure were compiled by ETAD [13], In the EU these dyes, which are all listed in the European Inventory of Existing Chemical Substances (EINECS), should be labeled accordingly (Table 8.1). 

The European Inventory of Existing Commercial Chemical Substances (EINECS) consists of substances on the market in the European Community between 1971 and 1981.19 These substances may be imported or manufactured without further notification. The list of 100,106 substances was published in 1990, and the contents are fixed. All chemicals that will be marketed after the September 18,1981 are not placed on the EINECS. These chemicals have to be notified before they will be placed on the market according to the sixth Amendment of Directive 67/548/EEC, Directive 79/831/EEC. Once assessed, these new chemicals are listed on the European List of New Chemical Substances (ELINCS).20 These substances must be notified by each new importer/manufacturer (although sometimes reduced notification packages may be accepted if the substance has already...
