EINECS (European Inventory of Existing Chemicals) means the European Inventory of Existing Commercial Substances. This inventory contains the definitive list of all substances deemed to be on the Community market on 18 September 1981.

Existing chemical substances do not have to be notified. These are defined as those listed on the European Inventory of Existing Chemical Substances (EINECS) (a. 1), a list of approximately 100,000 substances reported as being supplied in the EU during the reporting period of 1 January 1971 to 18 September 1981 (389, 394). Also the DSD does not apply to medicinal products, cosmetic products, wastes, foodstuffs, pesticides, biocides and radioactive substances. 

The inventory of substances on the EU market is just over 100,000 substances listed in the EINECS register (European Inventory of Existing Chemical Substances ) and ELINCS register (Eiuopean List of Notified New Substances ). 

In Europe, 100,204 commercial chemical substances have been recognized and numbered under EINECS (European INventory of Existing Commercial chemical Substances) by the European Chemical Bureau (ECB) System. Another 4,381 new substances are classified under ELINCS Information System (European List of Notified Chemical Substances) since May 11, 1981. Among these. In Europe 1,230 chemical substances are officially identified as irritant or corrosive with Xi and C pictograms and risk sentences. 

Reactive dyes that caused respiratory or skin sensitization in workers on occupational exposure were compiled by ETAD [13], In the EU these dyes, which are all listed in the European Inventory of Existing Chemical Substances (EINECS), should be labeled accordingly (Table 8.1). 

Existing substances are defined as those substances in use within the EU before September 1981 and listed in EINECS (European Inventory of Existing Commercial Chemical Substances). Accordingly, substances not listed in EINECS are regarded as new substances and subject to a notification procedure (Section 2.2.2). 

Certain substances are registered for non-CAS use, for example, substances registered under the provision of the U.S. Toxic Substances Control Act (TSCA), substances for the U.S. Adopted Names (USAN) Council of the U.S. Pharmacopeial Convention, and substances for the European Inventory of Existing Chemical Substances (EINECS). 

The EU Directive 67/548 and its latest amendment (EEC 92/32) consider new those chemicals not listed in European Inventory of Existing Chemical Substances (EINECS) and not belonging to the following categories for which specific commimity laws are in place pharmaceuticals such as API, pesticides.
