Environmental Impact Statement review

After preliminary planning, permit applications must be completed. Many jurisdictions require a detailed environmental audit, which is then described in a report, often called an environmental impact statement, or EIS. NEPA established the Council on Environmental Quality (CEQ) as the agency responsible for oversight of other federal agencies. The EPA was designated as a co-participant on this council and has been empowered by subsequent legislation (primarily the Clean Air Act - 1970) to act as the implementing arm of NEPA. The court ruled that NIH failed to take a hard enough look at possible adverse effects and ordered a more formal review, or an environmental assessment. This review was completed and, not surprisingly, anticipates no significant ill effects if the test is carried out. If the opponents press their case as expected, the lower court will next rule on whether the environmental assessment s conclusions were made after a hard enough look. In accordance with the National Environmental Policy Act, the NRC staff performs an environmental review to evaluate potential envirorunental effects and anticipated benefits of the proposed plant. After completing this review, the NRC issues a draft Environmental Impact Statement (EIS) for comments by the appropriate federal, state, and local agencies as well as by the public. When this step is completed, the NRC issues a Final EIS that addresses all comments received. [Pg.642]

WSRC has published the Safety Information Document (SID) (Reference 9) that provides backup safety information to support the Environmental Impact Statement (Reference 10). Included in the SID is a chapter that presents estimates of reactor risk based on the restart configuration. The PRA information in the SID was reviewed by members of the IRP, and meetings were held between the IRP and PRA staff to discuss the results and the analyses performed. Initial concerns brought up by the IRP (Reference 11) were addressed, and the results were determined to be acceptable for use in the EIS. [Pg.154]

Annual report only the annual report was received, the CER only being issued on the internet. The annual report starts with a financial overview, continues with a business review, then has a comprehensive review of safety, health and the environment (SHE), before concluding with the financial statements. The section (SHE) includes much of the information given in the CER other than environmental impact data. [Pg.283]
