Emergency rescue services

Rescue Equipment When confined space rescue is to be effected by any agency other than the facility itself (e.g., emergency rescue service, fire department), the facility is not required to provide the rescue equipment however, when confined space rescue is to be performed by facility personnel, proper rescue equipment is required. Proper rescue equipment consists of the equipment needed to remove personnel from confined spaces in a safe maimer. "In a safe manner" means "to prevent further injury to the entrants and any injury to the rescuers." Confined space rescue equipment (commonly called retrieval equipment) typically consists of three components safety harness, rescue and retrieval line, and a means of retrieval. Let s take a closer look at each of these components. [Pg.316]

The natural inclination is to list dial 911 or another local emergency number on your confined space permit as your rescue service, but is such rescue service readily available to you from the local fire department or some other emergency service You need to find out. In our experience, when we have called local fire departments to explain to them that we are about to make a confined space entry, that we are giving them a heads up to be aware of the operation, they are usually puzzled. "We fight fires and make some rescues, but confined space rescue Sorry, we are not trained for that." If you try to locate an offsite rescue service, you probably will hear something similar. We cannot simply list 911 as the standby emergency rescue service and hope that whoever responds will be able to effect rescue. We must be absolutely certain that the service will respond in less than 4 minutes (remember, a victim in a confined space cannot live without air for more than 4 minutes) and are fully trained to effect the rescue. [Pg.325]

Emergency medical services (EMS) arriving onscene following a disaster or mass casualty event must have pediatric equipment, supplies, and medications to effectively treat the ill or injured children. The Emergency Medical Services for Children (EMS-C) Program has developed equipment guidelines for the prehospital care of pediatric patients. Scene safety, field command, and search and rescue attempts are enacted in accordance with predetermined EMS disaster plans. [Pg.284]

A list of emergency phone numbers for company team members, immediate staff personnel, management officials, medical and healthcare officials, rescue services, firefighters, organizations providing assistance to emergencies and disasters, and police should be posted in prominent working places. [Pg.47]

V. Victim management Victim management includes rapid stabilization and removal from the Exclusion Zone, initial decontamination, delivery to emergency medical services personnel at the Support Zone perimeter, and medical assessment and treatment in the support area. Usually only the HazMat team or other fire department personnel with appropriate training and protective gear will be responsible for rescue from the hot zone, where skin and respiratory protection may be critical. Emergency medical personnel without specific training and appropriate equipment must not enter the hot zone unless it is determined to be safe by the Incident Commander and the medical officer. [Pg.515]

Because advice on fire, explosions, and other areas is the responsibility of the emergency authorities, the Poison Information Center refers these matters immediately to the officer on duty of the Swedish National Rescue Services Agency. Questions concerning environmental impact may also have to be direeted to industry experts. Kemikontoret provides the center with the names of experts in approximately 100 chemical companies who can be contacted if necessary. The Poison Information Center also acts as national ICE center. [Pg.113]

To determine which materials may be hazardous, copies of MSDSs should be obtained and evaluated. Information should be gathered and analyzed regarding the areas immediately adjacent to the site including information on local topography area classification (residential, industrial, commercial) transportation routes and available community and emergency services such as police, fire, emergency rescue, and medical services. [Pg.34]

During preparation of the on-site plan, the operator should consult with the local authority emergency planning unit, the Environment Agency (or SEPA) and the local emergency services, particularly the local Eire and Rescue Service, on the content of the on-site plan to ensure the offsite response available is adequate to deal with the incident. [Pg.216]

Such deliberations should form part of the environmental and safety risk assessment carried out by the operator when producing the on-site emergency plan. This should be in consultation with the environment agencies, the local authorities, the emergency services (particularly the Fire and Rescue Service) and other stakeholders. [Pg.217]
