Nurses are one of the largest groups in the frontline within the humanitarian community especially in the health care arena. They, as highly skilled professionals, have a vast contribution to make in relation to quality assurance in international disaster response especially with respect to knowledgeable, effective, efficient use of resources and as educators and promoters of health. Evaluation of the effectiveness and quality of any contribution is important for overall quality assurance and improvement in aid relief worldwide. Continuous quality improvement and quality assurance are key to ensuring accountability for efficient and effective delivery of humanitarian aid. Nurses are ideally placed to influence and monitor these two processes. 

ADRs are problematic in that they cause significant morbidity and mortality. Almost 95% of ADRs are Type A (predictable) reactions, and thus with quality improvement measures, ADRs can be avoided and prevented. Knowledge of causative factors and an increase in patient education may help prevent ADRs. Improvements in the documentation of allergic reactions (e.g., via computer tracking), development of tools to enhance compliance, and application of tools to improve prescribing and administration of drugs are other preventative approaches to ADRs. 

Between 1984 and 1995 the place of quality improvement in the British NHS was transformed. At the start of that period... clinicians took part in a range of informal and quasi-educational activities aimed at improving the quality of practice, but there were few, if any, healthcare organizations who could claim to have a systematic approach to measuring or improving quality. Moreover many clinicians and professional organizations had a record of being disinterested, sceptical, or even actively hostile towards the idea that systematic or formal quality improvement activities had much to offer in healthcare.

Both have leaders, at all levels, committed to improvement, who have fostered a culture of aspiration and continuous improvement. Trade Associations. The Water Quality Association is an international trade association for household and commercial water-quality improvement issues. The American Water Works Association, started in 1881, has become one of the lai est oi anizations of water professionals, including scientists, manufecturers, and water-treatment plant personnel and managers. Its membership includes more than 4,600 treatment plants that are responsible for the delivery of potable water to 180 million people in North America. The Water Environment Federation, formed in 1928, is a nonprofit organization that provides educational meetings and technical material for wastewater-treatment plant operators and managers.

User fees, often combined with waivers and exemptions, have been the subject of extensive debate in recent years, and several countries have decided to eliminate user tees all together. The introduction of user fees in the 1980s and 1990s was meant to increase funding and improve the quaiity of public health and education services. Unfortunately, the resulting additional funds have not always been reinvested in quality improvements, and the use of services by the poor decreased because they have not always been able to receive the necessary waivers.
