In the last years the Austrian Ministry of Environment made every effort to promote innovative ways of chemicals management based on resource efficiency as well as on precaution. Applying Chemical Leasing", profits do not result from the quantity of chemicals sold, but rather from the services rendered by means of the chemicals. If business interests are no longer related to the sale of chemical substances it is in the interest of all the parties involved, to use the substances with maximum efficiency. This clearly is the environmental policy motivation for this new focus, which ensures that economic success and ecological benefits are no longer contradictory. [Pg.253]

Program/Global Ecological Fund (UNDP/GEF) report, as of July 30, 1998, showed that the financing of 267 projects by the GEF cost 1.9 billion (GEF, 1998). What was the cost of getting 10,000 people to participate in the Conference in Kyoto The recent Sixth Session of the UNFCCC Conference of the Parties (COP-6, November 13-24, 2000, The Netherlands) as well as the International Conference on Freshwater (December 3-7, 2001, Bonn) were also well populated, with representatives from 178 countries (and then they were mainly officials—not specialists). [Pg.428]

Member States shall ensure the efficient organization of separate collection and, where appropriate, the setting up of a deposit system. Furthermore, Member States may introduee measures such as economic instruments in order to encourage recycling. These measures must be introduced after consultation with the parties concerned, be based on valid ecological and economic criteria and avoid distortions of competition. [Pg.344]

The above implies that the narrowly understood ecological labels are (1) voluntary, (2) show the environmental impacts of a product to the consumer and (3) are preferably based on life cycle considerations and are verified by a third party (governmental and nongovernmental organisations). Because of these characteristics, they can be viewed as a subgroup of a wider category of environmental labels. [Pg.327]

From the Russian party all Program elements should be executed under the direction of the Minatom Department of Safety, Ecology, and Emergency Situations. The V.G. Khlopin Radium Institute is able to be a center of scientific coordination in cooperation with Lawrence Livermore National Laboratory. In fact, KRI has played this role for some years. [Pg.223]

In terms of prohibiting CW and their use, which is the major purpose of the CWC, any recovery of CW from dumping sites and their respective destruction within 10 years (as required under the Verification Annex, Part IV (A)) would add nothing to the security of State Parties. The necessity of such operations in terms of ecological security is a different matter, and this was intentionally kept outside the scope of the Convention. ... [Pg.62]

The 100-N Area TSD units historically received hazardous or dangerous wastes, but are either out of service or have stopped receiving such wastes. The 100-N Area TSD units will be closed in accordance with the State dangerous waste program as specified in WAC 173-303-610 (DOE-RL 1991), Draft closure plans have already been prepared for these units, but are scheduled to be submitted to Ecology in 1994 in accordance with the Tri-Party Agreement (Ecology et al. 1992). [Pg.61]

Draft closure plans for the four RCRA facilities were submitted to Ecology in 1987 and are scheduled to be revised and resubmitted in 1994 in accordance with the Tri-Party Agreement (DOE-RL 1991). [Pg.242]

The Tri-Party Agreement requires that the cleanup programs at the N Reactor integrate the requirements of CERCLA, RCRA, and Washington State s dangerous waste program (the State s RCRA equivalent) (Ecology et al. 1992). [Pg.242]
