Drivers’ licences

About the only other specific state restrictions I am aware of is the one for California whereby if anyone buys over 100 dollars in chemicals or labware the lab store has to take the driver s licence ID of the buyer. They won t report the sale. They just need to take an ID with it. All purchases below 100 don t require ID. 

If an employer accepts a previous road test certificate or operator s licence in lieu of a road test, the employing carrier must retain a legible copy of the certificate or hcense in the driver s qualification file. 

Drivers who successfully complete training should be given a certificate of competence (licence). 

Drivers guilty of any of these practices should have their authorization to drive (licence or certificate) suspended until further training completed. 

Harassment was usually more subtle than straightforward expulsion. This particularly took the form of stopping scooters to examine the driver s licence or the machine s roadworthiness. There can be no question that we are dealing here with a rather consistent phenomenon. Some jurisdictions, with a graduated licensing procedure in place, offer novice drivers a reduction in time required to earn a full licence, on the condition that they take a driver education course. Nonetheless, young age also contributes to crash risk. Early research in the United Kingdom clearly demonstrated an increased crash risk for the least experienced drivers irrespective of whether aged 17 or 30 years, for example (Maycock et al., 1991). More recently, some of the above-mentioned studies of crashes by years licensed also demonstrated that the peak in crash risk on commencement of the independent licence was highest for the youngest drivers and incrementally lower as age increased (NZ Ministry of Transport, 2010 Twisk and Stacey, 2007). A recent review of literature since 1990 concluded that while both age and experience have important, independent effects on crash risk, the effect of experience is greater (McCartt et al, 2009). 

The specified time period during which an individual has to remain accident-free to be eligible for the bonus should be relatively short. Delayed rewards and penalties tend to be discounted, and are thus less effective in shaping behaviour than more immediate consequences. Periods as short as 1 month have been used in industry. In the cited California experiment, those drivers whose licences were coming up for renewal within 1 year after being informed of the incentive programme showed a greater reduction in accident rate than did people whose licences were not to be renewed until 2 or 3 years later (Harano and Hubert, 1974).

Drivers must hold a current licence for the type of vehicle they will drive, and must be instructed in the features, controls and operation of any vehicle with which they are not familiar, before driving. They must also be instructed and informed about any hazardous material they may be required to carry in an employer s vehicle, the dangers that can arise, and the action to take in an emergency. 

Driver training and certification to CITB standard is required driving by unauthorised persons should not be permitted under any circumstances. Possession of a car or other type of driving licence is not proof of competence.
