Disaster Center

Because there is no regulatory demand for dam breach risk assessments, there are no standardized methods of analysis. This paper presents the methods developed by the authors for implementation at the Pacific Disaster Center on Maui. The resulting protocols and software programs are intended for application to high hazard dams in Hawaii and possibly other locations in the Pacific. Some of the GIS-based methods presented below are applicable to any hazard that occurs over a broad area. 

The protocols and software developed in this study will give the Pacific Disaster Center tools that will enable it-and other agencies such as the Hawaii State Department of Land and Natural Resources and the U.S. National Weather Service-to conduct dam breach hazard assessments more easily. Results of these assessments are expected to be of value for disaster planning, emergency response, and flood warning.

The method for preparing the two-dimensional flood maps is based in part by a method described to us by Andy Rost of the National Operational Hydrologic Remote Sensing Center.

Such centers could act independently, their task being to manage the situation after disasters or terrorist acts.

September 11 Terrorists linked to al-Qaeda destroy the World Trade Center in New York and damage the Pentagon in Washington, D.C., killing about 2,800 people. Although no guns were used in hijacking the airliners used in the attack, the disaster will be used both to justify and oppose new gun control measures.

Detection of a violative drug residue is always a disaster that threatens the smaller milk producer much more than the large producer. Recently a veterinarian that consulted with 130 herds with 150,000 cows indicated to the US Dairy Quality Assurance center that none of the herds had a violative load of milk in over 6 months. In contrast, an insurance company that insures smaller dairies reported that 10% of their 9000 clients had a claim in over 12 months.

Until recently I saw the greatest darkness centered around sexual violence and sexual child abuse, the violence against the environment with the resultant effect of pollution and global climate change that is heading us quickly into disaster.
