Herty s editorial closed by soliciting comments from the readership. He received at least a few letters, but recognized the need to be more aggressive in promoting discussion of the subject. Herty thus arranged for the November 8, 1918, meeting of the New York Section of the American Chemical Society, which he served as Chairman, to be devoted to the topic (20). Seven prominent individuals spoke to the need for an institute for cooperative research as an aid to the American drug industry. 

The focus of that comment is cooperative efforts and most recent reports of task forces or study groups on relations between the industrial and academic communities have concentrated their attention on cooperative research activities the more bold have recommended jolnt/collaborative research ventures and several spectacular examples of such new arrangements might be cited. 

ACS MONOGRAPH Series was started by arrangement with the interallied Conference of Pure and Applied Chemistry, which met in London and Brussels in July 1919, when the American Chemical Society undertook the production and publication of Scientific and Technological Monographs on chemical subjects. At the same time it was agreed that the National Research Council, in cooperation with the American Chemical Society and the American Physical Society, should undertake the production and publication of Critical Tables of Chemical and Physical Constants. The American Chemical Society and the National Research Council mutually agreed to care for these two fields of chemical progress... 

In 1996, the Center for Biologies Evaluation and Research (CBER) liberalized its definition of legal manufacturer and eliminated many of the barriers to cooperative, multiparty manufacturing arrangements. 

As these processes continue to develop, we also expect to see new modes of cooperation between academia, research institutes, and industry. New and innovative intellectual property (IP) arrangements may be necessary to protect the IP in a fair manner while enabling quick technology transfer and commercial...
