Currently, railroads incur FELA legal and administrative costs of 710 per employee per year. This cost will increase proportionately with the probability of an accident if either party took less than their current level of care. Plaintiffs attorneys are employed on a contingent fee basis. Therefore their costs are borne by the railroads as a percentage of gross settlements. Plaintiffs legal costs are estimated at 18.75 percent of gross settlements. If FELA was replaced by workers compensation, it is estimated to have a current legal and administrative cost of 330 per employee. This cost will increase proportionately with the probability of an accident if either party took less than their current level of care.

Thermoeconomics of the LHS system involves fixed capital investment, operational and maintenance cost, and exergy costs (Domanski and Fellah, 1998). Total fixed capital investment consists of (i) direct expenses that are equipment cost, materials, and labor, (ii) indirect project expenses that are freight, insurance, taxes, construction, overhead, (iii) contingency and contractor fee, and (iv) auxiliary facilities, such as site development, auxiliary buildings. 

After installation, the total cost of equipment (direct permanent investment) is 6,557,000. Allowing 18% for the cost of contingencies and contractor fees ( 1,180,300), the total depreciable capital is estimated to be 7,737,000. Ten percent of this is assumed to cover the cost of startup, 773,700, giving a total permanent investment of 8,511,000. Working capital is estimated to cover accounts receivable that is, the sales of 30 days production of wafers (41,800 wafers), assumed to sell for 260/wafer, giving 10,868,000. Together with a 2-day inventory of wafers, valued at the product price, the total working capital is 11,520,000. Hence, the total capital investment is 20,031,000.

The last four cost figures before the final totaled cost in Table 8.38—sales tax, freight, client supervision, engineering fees, and contingency—are shown as factors. These factors in the same identified order are 10% of materials, 5% of total, 12% of total, and 10% of total. Notice that the 10% for sales tax and freight is exactly 10% of the total materials cost in Table 8.38. Likewise, the other percentages are exactly that percent of the total project s bottom-line cost in Table 8.38.
