Competitive tendering

To protect both parties in a contract arrangement it is good practice to make a contract in which the scope of work, completion time and method of reimbursement are agreed. Contracts are normally awarded though a competitive tendering process or after negotiation if there is only one suitable contractor. 

Attempts could be made to systematically evaluate the social benefits of linking cost-effectiveness analysis not only with reference pricing, but government controls over industry-level profit and promotional expenditure, price-volume agreements, and competitive tendering. 

A significant flexibility is that prime contractors are not required to follow public sector competitive tendering rales for work they subcontract. 

The company holding the rights to the mine is Iran Zinc Mines Development Co. (IZMDC). After some prospective works, a project to build a plant to produce 100,000 t/y of zinc is being defined. An international competitive tender was completed in early 2000. Zincox Pic., with the technological support of UM and TR, presented a preliminary feasibility study and project development proposal for that capacity. IZMDC has not decided which company is going to carry out the feasibility study. 

Indeed, a limited combinatorial auction, in which operators can submit a restricted number of bids, has operated for the competitive tendering of London bus routes since 1997 [23]. 

Specifications for the Phase A study of LIRTS were drawn up around the middle of 1975 and the Industrial study was awarded to Engins Matra, France (with sub-contractors TNO-TPD, Netherlands and Reosc, France) at the end of 1975 following a competitive tender action. Scientific guidance of the study is the responsibility of a science team composed of ESA staff and consultants which has also generated the typical requirements anticipated for the focal plane instruments.

I think that many things are made out to be difficult problems when they are not and that one of the evils of accident prevention on construction sites stems from the competitive tendering which is necessary. If only contractors could show in their tender document things they are going to do for safety, and this were carefully vetted and sufficient money were allowed for the necessary things, there would not be the frequent compromise situation.
