Progressively, a system of price administration cind political convention has been introduced. The Economic Committee for Medicines (Le Comity Economique du Medicament [CEM] is charged with this responsibility and was instituted with Law No. 96/452 of 28 May 1996 (official 29 May 1996). It is composed of representatives from the following four ministries Economics cind Finance Industry Social Security and Health plus a representative of the National Health Assurance Fund. Within the limits set by the government, the CEM sets the price of medicines by agreement with the industry.

Joy Oh has degrees in medical biology and chemical technology. He is a policy co-ordinator with the Ministry of Social Affairs in the Netherlands. This ministry is responsible for the laws, regulations and policy with respect to safety and health of workers. Part of the ministry is the Labour Inspectorate. Apart from making policy the ministry is also involved with the development of codes, standards and support tools with respect to auditing and inspection of major hazard installations and safety management systems. Joy. Oh is a member of the Commission of Competent Authorities established under the Seveso II directive. This committee acts as an advisory committee for the EU Commission.

In the Priorities for Action of the IFCS in the year 2000, the target year 2008 was set for implementation of a harmonised system, and this was endorsed by the World Summit on Sustainable Development in 2002. The system adopted in late 2002 was revised in 2005 and 2006 (UNECE 2007). Responsibility rests with the United Nations Economic and Social Council Sub-Committee of Experts on the GHS under the United Nations Economic Commission for Europe (UNECE). The target of full GHS implementation by 2008 has not been reached, but implementation is well underway. Major actors have set deadlines, such as the United States (transportation 2010) and the European Union (2010 for classification of substances and 2015 for mixtures). 

These five institutions described above are flanked by five other important EU bodies, that is, the European Economic and Social Committee (expresses the opinions of organized civil society on economic and social issues), the Committee of the Regions (expresses the opinions of regional and local authorities), the European Central Bank (responsible for monetary policy and managing the euro), the European Ombudsman (deals with citizens complaints about misadministration by any EU institution or body), and the European Investment Bank (helps achieve EU objectives by financing investment projects). 

This activity often described as The Medical and Social Conscience of a company largely resides in the Medical Affairs department. In most large -and medium-sized pharmaceutical companies this responsibility lies with Medical Affairs. The review of all materials, whether detail pieces provided in person to physicians in practice, slide sets for speakers on behalf of the company, general promotional material that is disseminated via print, radio, TV or web must be reviewed and approved by internal committees comprised of Medical Affairs staff, regulatory and legal personnel. In addition to the company review, this material must be sent to FDA at least by the first day of use. Review by FDA s DDMAC should be sought for TV advertisements.
