Another function was to plan the use and allotment of chemical troop units, and in 1943 the scope of this planning was extended to the procurement and supervision of all CWS personnel in the theater. Performance under these functions was advisory since Shadle had no command responsibilities. The advisory capacity was severely limited by theater quotas on both personnel and units, and by the requests of individual field commanders for personnel and units—requests which usually overrode staff advice. Shadle s Chemical Section managed to get enough service units even when training in the United States could not keep pace with worldwide demand. Combat units were eventually obtained on about the same basis on which they were furnished other theaters, three battalions per authorized army during peak combat activity. With respect to officers, Shadle experienced difficulties similar to Rowan s—the theater received a number of CWS casual officers who frequently were badly handled by the replacement system. It was practically impossible to find vacancies for all arriving officers, and it was absolutely impossible to determine their qualifications so as to channel officers to duties for which they were fitted. ... [Pg.118]

A study conducted by the U.S. National Transportation Safety Board reported that 73% of accidents were due to flight crew failures rather than technical-related problems [10]. Furthermore, the studies conducted by National Aeronautics and Space Administration (NASA) (in the form of pilot interviews, simulator observations, and accident analyses) reported that there was a definite need for more focus on team work and communication of pilots including command, decision making, and leadership [3]. Furthermore, the studies revealed that the crew factors such as the attitudes of the team toward communication and coordination, command responsibility, and recognition of stressor effects affect safety performance. [Pg.111]

Each emergency service will appoint a forward (bronze) commander responsible for its operations within the irmer cordon. In very significant incidents, a forward medical incident commander may be appointed. In older terminology the forward commanders were known as forward incident officers. [Pg.52]

Some of this control is completely automatic and is called the operating system. Generally, it cannot be altered by the user, and it uses a low-level machine language (machine code), which enables the fastest response to commands. [Pg.419]

Although motors and controllers can be bought separately, the trend is to purchase a system from a given manufacturer. There are six types oi variable-speed drives, as own in F ig. 29-73. Dynamic response indicates the ability of the drive to respond to a change in command it is measured in radians/second the higher the number, the faster the drive response. [Pg.2535]

The time response of the CNC control system is also obtained using SIMUFINK as shown in Figure A1.3. Note that the variables t and xq have been sent to workspace, an area of memory that holds and saves variables. The commands who and whos lists the variables in the workspace. The system time response can be obtained by the command... [Pg.386]

This produces the (pole-zero cancellation) root locus plot shown in Figure 5.18. When run, exampSlO.m allows the user to select the value of K that corresponds to ( = 0.7, and then uses this selected value to plot the step response. The text that appears in the command window is... [Pg.392]

The command cloop is used to find the closed-loop transfer function. The command max is used to find the maximum value of 20 logio (mag), i.e. Mp and the frequency at which it occurs i.e. tUp = uj k). A while loop is used to find the —3 dB point and hence bandwidth = ca (n). Thus, in addition to plotting the closed-loop frequency response gain diagrams,/ gd29.7 will print in the command window ... [Pg.396]

The continuous and discrete closed-loop systems are shown in Figures 7.22(a) and (b). The digital compensator is given in equation (7.128). Script file examp78.m produces the step response of both systems (Figure 7.25) and prints the open and closed-loop continuous and pulse transfer functions in the command window... [Pg.401]

This tutorial looks at how MATLAB commands are used to convert transfer functions into state-space vector matrix representation, and back again. The discrete-time response of a multivariable system is undertaken. Also the controllability and observability of multivariable systems is considered, together with pole placement design techniques for both controllers and observers. The problems in Chapter 8 are used as design examples. [Pg.401]

SCBA use in emergency response 29 CER 1910.120 (qX3)(iv) requires that a positive-pressure SCBA be used while engaged in emergency response, until such time that the individual in charge of the ICS determines through the use of air monitoring that a decreased level of respiratory protection will not result in hazardous exposure to employees. If the incident commander believes that hazards are not adequately characterized, he or she must order the use of positive-pressure SCBAs. [Pg.174]

Four different localizations of fatigue can be identified (a) decreased central command (b) decreased activation of the muscle membrane and the T-tubular system (c) decreased Ca release from the SR and (d) decreased response to the Ca release by the contractile proteins. The first two are partly extra-muscular while c and d are intramuscular responses to the excitation of the muscle membrane and often defined as excitation-contraction coupling. [Pg.241]
