Forward commanders

The bronze area contains the immediate scene of the incident, for example the wreckage of the bus after the London bombings. Presence within the bronze area is likely to be associated with significant physical risk and admission will be strictly limited. The officers in command of each emergency service within the bronze area are known as forward commanders. The bronze area is referred to as the operational level. In some incidents there may be more than one bronze area, for example at each end of a tunnel containing a rail incident or with multiple incidents in one service area such as occurred with the London bombings. 

The emergency services response at the scene of an incident is controlled by the joint emergency services control centre which consists of the silver-level commanders of each emergency service. The fire, jx)lice and ambulance commanders will be recognisable by their identifying tabards. Within the bronze area each service has a forward commander who is responsible to the commander at silver level. 

Each emergency service will appoint a forward (bronze) commander responsible for its operations within the irmer cordon. In very significant incidents, a forward medical incident commander may be appointed. In older terminology the forward commanders were known as forward incident officers. 

In forward-time, use the command vector vf/cT) and state vector xf/cT) to caicuiate Uopif/cT) in equation (9.55) and hence, using the piant state transition equation (9.56) caicuiate the state trajectories. 

The script file kalfild.m solves, in forward-time, the discrete solution of the Kalman filter equations, using equations (9.74), (9.75) and (9.76) in a recursive process. The MATLAB command Iqed gives the same result. 

P is a vector of inputs and T a vector of target (desired) values. The command newff creates the feed-forward network, defines the activation functions and the training method. The default is Fevenberg-Marquardt back-propagation training since it is fast, but it does require a lot of memory. Optimisation may be used, for example, to minimise the cost of reactor operation or to maximise conversion. Having set up a mathematical model of a reactor system, it is only necessary to define a cost or profit function and then to minimise or maximise this by variation of the operational parameters, such as temperature, feed flow rate or coolant flow rate. The extremum can then be found either manually by trial and error or by the use of numerical optimisation algorithms. The first method is easily applied with MADONNA, or with any other simulation software, if only one operational parameter is allowed to vary at any one time. If two or more parameters are to be optimised this method becomes extremely cumbersome. To handle such problems, MADONNA has a built-in optimisation algorithm for the minimisation of a user-defined objective function. This can be activated by the OPTIMIZE command from the Parameter menu. In MADONNA the use of parametric plots for a single variable optimisation is easy and straight-forward. It often suffices to identify optimal conditions, as shown in Case A below.

In the final conclusions of Command 2919, it is stated that In considering proposals for decommissioning nuclear plant put forward by the operators, the HSE Nil will assess them to ensure that the proposals assure the safety of the site at all times, and that the hazards presented by the plant (or site in the case of nuclear power stations) are reduced in a systematic and progressive way .
