Regulation (EC) No 1272/2008, also called CLPReprulation with CLP standing for Classification, Labelling and Packapiinpi (3). 

This book uses the term preparation , but the term preparation was changed in the REACH Regulation to mixture by the Classification, Labelling and Packaging Regulation 1272/2008 in January 2009.

A Bottom-Up approach, which starts with using in vitro test methods that can accurately identify chemicals not classified for eye hazards according to the UN Globally Harmonized System (GHS) and the EU Classification, Labelling, and Packaging (EU CLP) system [15, 16]. 

Substances not included in the final inventory are defined as new and must be notified to the Federal Ministry of the Environment, Youth and the Family befcse they are manufactured or imported, unless notified mere than 10 years neviously. The authorities will publish an annual list of those substances which were notified 10 years earlier. New substances supplied exclusively for testing purposes are exempt from notification. Also exempt are those exported to specified countries where there are equivalent regulations for the notification or safety assessment of new substances, although the Austrian authorities must be notified in writing of the substance s identity and the expected production and expmt quantities, as well as the classification, labelling and proposed uses of hazardous substances. Finally, polymers are not notifiable, unless they contain >2% (by weight) in chemically-bound form of a new substance monomer. 

This standard was first tentatively adopted in 1960, officially adopted by the National Fire Protection Association in 1961, and revised in 1964,1966,1975 and 1980. It grew out of development work begun in 1952 by the NFPA sectional committee on Classification, Labeling, and Properties of Flammable Liquids. As originally conceived, this standard is to safeguard the lives of those who are concerned with fires and fire control and prevention, in industrial plants or storage locations. It is particularly useful where the fire hazards of materials may not be readily apparent. 

Although no legal requirement exists, the customer should usually be able to trust the information about substances provided by the producer or distributor. Therefore, the classification, labeling, and submitted safety data sheets are from the best available data source. Of course, in the case of an obviously wrong declaration, a correction has to be made, preferable after feedback to the supplier. In the case of different classifications by different suppliers, an own assessment has to be done. 

A notification to European Chemicals Agency (ECHA) may be required under Classification, Labelling and Packaging Regulation and/or... 

They are generally not exempted from notification obligations of Classification, Labeling and Packaging (Articles 39(a) and 39(b) see Chapter 4)...

For substances which are placed on the market before 1 December 2010 and which are not required to be relabelled and repackaged in accordance with Article 61(4) of the Classification, Labelling and Packaging Regulation (EC No 1272/2008), the SDS need not be replaced with a SDS complying with Annex II of REACH legislation before 1 December 2012. 

The new European Regulation on Classification, Labelling and Packaging of Chemical Substances and Mixtures (CLP) came to force on 20 January 2009, and accordingly the information on the SDS needs to comply to the following deadlines ...

Alongside the process we have implemented for REACH we have been able to capture the appropriate data for the upcoming deadline of Classification, Labelling and Packaging notifications (CLP) and set triggers in place for any new materials moving forward where a CLP notification may be required. 

The benefits of adopting the GHS are to increase the quality and consistency of hazard information provided to workers, employers and chemical users by adopting a standardized approach to hazard classification, labels, and safety data. The GHS provides a single set of harmonized criteria for classif3dng chemicals according to their health and physical hazards and specifies hazard commmiication elements for labeling and safety data sheets.
