Chemicals CHIP 3 Regulations

The Chemicals (Hazard Information and Packaging for Supply) (CHIP) Regulations 2009 require manufacturers and suppliers to provide users with information about hazards and health risks by labelling their products with relevant hazard information and by issuing Material Safety Data Sheets. 

Flammability classifications of solvents (and other chemicals) are based on flash point (fl.p.) measurements. Flash point is the lowest temperature at which a liquid has sufficient vapour pressure to form an ignitable mixture with air near the surface of the liquid. The following criteria currently apply (CHIP Regulations 2009) ... 

Chemicals (Hazardous Information and Packaging for Supply - CHIP) Regulations 2002, which implements Directive 67/548/EEC and its seventh amendment 92/32/ EEC, the Dangerous Preparations Directive (99/45/EC) and its amendments, and the Safety Data Sheet Directive (91/155/EEC)... 

The classification and labelling requirements under the Dangerous Preparations Directive 67/548/EEC are implemented by the CHIP Regulations. The Regulations require chemical suppliers to identify the hazards of substances and preparations. Dangerous chemicals then must be packaged suitably, provided with labels and accompanied by additional information for safe use (such as safety data sheets). 

The following information is registered under the UK s Chemicals (Hazard Information and Packaging) (CHIP) Regulations 1993 for quick- and slaked limes [34.3] ... 

When one or more receptacles are contained in a common outer packaging, the labelling may be in accordance with either of the two regulations (see section 4.7.8). Finally CHIP Regulations require chemicals to be packaged safely and in a manner to withstand the foreseeable conditions of supply and carriage. 

The CHIP Regulations lay down requirements for the packaging and labelling of these dangerous chemicals. The packaging requirements are straightforward, requiring only that the container for these types of substances shall be suitable for their contents, and shall be sealed when supplied. 

However, in April 2009, the MSDS sheets were no longer covered by the Chemicals Hazard Information and Packaging for Supply (CHIP) Regulations and have been transferred to the European Registration, Evaluation, Authorisation and restriction... 

Chemical (Hazard Information and Packaging for Supply) Regulations 1994 (CHIPS), 443, 594... 

These were replaced in September 1993 by the Chemicals (Hazard Information and Packaging) Regulations. Businesses which already comply with CPLR will not need to change over to CHIP until 1 September 1994, with a further 6 months exemption for some requirements for small packages. 

Aromatherapists need to be aware of a number of legislative regulations. These include The Medicines Act (1968) COSHH, Control of Substances Hazardous to Health HSWA, Health and Safety at Work Act (1974) and CHIP, Chemicals (Hazard Information and Packaging for Supply) Regulations (CHIP 2 1994). The MCA (Medicines Control Agency) also has significant implications and constantly encroaches on the supply and use of products related to health. 

The Chemicals (Hazardous Information and Packaging for Supply) Regulations (CHIP) that were enacted in 1993 under the HSWA, together with subsequent amendments, are concerned with the supply of dangerous substances and preparations and sets out how these should be classified, labelled and packaged. There is also a requirement on the supplier to provide safety data sheets. 

Under the Classification and Labelling Directive, manufacturers or importers of a new chemical must notify the competent authority of the relevant Member State. In the United Kingdom, the competent authority is the Health and Safety Executive along with the Department of the Environment. As of 1993, EC Directives on dangerous substances and preparations wiU be implemented in the United Kingdom means of the Chemicals (Hazard Information and P kaging) Regulations (CHIP) [5].
