Cargo traffic

Prior to the 1960s the Aral being an inland water body shared by Kazakhstan and Uzbekistan was the main link connecting ports Aralsk and Muinak and the cargo traffic between was as large as 250 thousand tons a year. The main transported commodities were cotton, grains, salt, fish, chemicals, and others. The most important commodities, such as fish and cotton, were transported to the north from the regions located in the Amudarya lower reaches and mostly from the Karakalpak ASSR, while the south received food and industrial products.

Obviously supply chains are global these days, and shipments are typically made by a variety of means, including cargo ships, air, rail, and trucks all of these can be late or can get in trouble because of the weather, traffic, industrial disputes, or other reasons. Supply chain systems like this are very complex, because of the uncertainties in deliveries, parts and shipments are lost and/or stolen, goods get damaged during shipment, or the number of international ports and customs often take unpredictable time to check shipments with different levels of safety/security, and many other reasons. 

LNG carriers are equipped with gas and fire detection systems. The cargo safety system is extensively instrumented - including a shut down system that is activated on predetermined parameters. Furthermore, the safety equipment of LNG carriers includes sophisticated radar and positioning systems that alert the crew to the surrounding traffic on potential hazards. A number of distress systems and beacons will automatically emit signals if the ship enters difficulty positions [10].

Automatic Identification Systems (AIS) were introduced for vessel traffic control and represent a ship-based broadcast system operating in the VHF maritime band. Apart from ship-to-ship and ship-to-shore AIS systems there are airborne AIS transponders that make dynamic vessel information available to airborne surveillance platforms. Examples of information provided by airborne AIS are time, position, heading, course, speed, IMO number, destination, type of cargo and estimated time of arrival. This information is of general interest in airborne maritime surveillance, including search and rescue operation and oil spill monitoring. Especially the GIS integration of AIS information as well as its online visualisation onboard the surveillance aircraft are considered beneficial for oil spill response since it allows the identification of potential polluters.

Intrastate commerce means any trade, traffic, or transportation in any state which is not described in the term interstate commerce. To qualify as intrastate commerce the driver and vehicle cannot cross a state line, AND the cargo (or passengers) cannot cross a state line during its movement. This determination is based on the intent of the shipper. If when the company took possession of the cargo, the shipper intended it to cross state lines it is an interstate shipment and the company, vehicle, and driver would all be subject to the FMCSRs.
