Consequently, safeguarding human, animal, and natural life has become a tremendous challenge to the authorities. Efficient regulations, controls, and a good legislation are needed. The directives of the European Communities on different aspects of environmental protection aim to prevent and reduce pollution. 

Engineers, the National Marine Fishery Service, and the U.S. Coast Guard all have some jurisdiction over the release and cleanup of chemicals found in the environment. In the State of Washington, the Department of Ecology, Department of Fish and Wildlife, and Department of Natural Resources are all charged with various aspects of environmental protection. 

The most important ways of direct pheromone application are their combination with traps, and their joint application with insecticides, male sterilants or insect hormones on restricted parts of the area to be protected. This method of application permits a considerable reduction in the quantity of insecticide to be used which, besides its economical advantage, is important also from the aspect of environmental protection. 

It is clear that chemical pollutants have a serious significance in all aspects of environmental protection requirements. The major chemical pollutants which are known to incur adverse effects to human health and to the environment include sulfur dioxide, carbon monoxide, nitrogen oxide, heavy metals (eg, mercury, including methylmercury, cadmium, lead, etc.), pesticides, environmental carcinogens, (eg, asbestos, polychlorinated aromatic hydrocarbons (PAHs), etc. 

The 1983 Federal Law on Environmental Protection deals mainly with the effect of chemicals on the environment and on humans via the environment. The Law is implemented through various Ordinances dealing with specific aspects of environmental protection, such as air and soil pollution, waste disposal, noise and radiation. The 1986 Ordinance on Environmentally Hazardous Substances (OEHS) requires the measures discussed below. 

The use for various aspects of environmental protection (treatment of water, sewage, liquid and gaseous effluents) is a significant proportion of the total in the USA, France, the UK and Germany and will no doubt increase elsewhere.

In the United States, the 1990 PPA was the first major national policy initiative aimed at promoting P2 as a fundamental component of environmental protection efforts. An attempt has been made to give an overview of all chemical aspects of plant protection, with the exception of analytical chemistry. We are fully aware that the designation chemistry of pesticides does not cover an unequivocally defined, uniform branch of science, because the fundamental sciences on which it is built, particularly organic chemistry and biochemistry, have maintained their independence and their original scope also within the frame of this special field. The chemistry of pesticides integrates these fundamental sciences only functionally, and not with respect to their methods. Our book attempts to achieve this functional unity. In the discussion of individual compounds and types of compound our aim has been to cover preparative and organic chemical and biochemical aspects, metabolism, activity-structure relationships, fields of application, and environmental and toxicological problems. 

Currently, the program of environmental protection is a national policy, and occupational safety aspects are of significant importance. The Chinese Government pays great attention to these affairs. Strategic objectives are important targets and aims to strengthen and to improve the quality of occupational and environmental medicine. 

The engineering aspect regarding environmental protection and safety are specialised topics that cannot be treated properly here. As general introduction in environmental engineering we recommend the book of Allen and Rosselot (1996). In the field of process safety the book of Growl and Louvar (1989) is very popular. The topics of hazard and operability (Hazop), as well as hazard analysis (Hazan) are covered in a book due to Kletz (1992). A concise presentation of these issues sufficient for a student project may be found in Coulson Richardson vol. 6 (Sinnott, 1993). 

In the age of raising industrial production the problem of environmental protection becomes a vital aspect in all questions of the human society. The problem involves questions of careful utilization of natural resources (raw materials and energy), the prevention of useless or harmful side-products, environmentally-tayloring of products, and the environmentally acceptable elimination (better recycling) of consumed products. Chemical industry in the widest meaning plays a major role in the solution of these questions. Also electrochemistry can contribute as its main scientific interest lays in the interaction of energy and chemical matter. Thus, in this paper one aspect among several others is mentioned which may play a role in the efforts to find new ways of the protection of the environment. 

In addition to these explicitly environmental laws. Congress passed additional laws addressing occupational safety (1978), coastal and fisheries management, endangered species, and subsurface mining. By 1980, the USA had passed comprehensive national legislation intended to protect almost every aspect of environmental quality. 

One troubling aspect of the OES database is the inclusion of Environmental Protection Officers within the occupational description for OH S Specialist at http // www.bls.gov/oes/current/oes299011. htm %281 %29. Indeed, this inclusion exaggerates the overall employment number totals for OHS Specialists. 

The question often arises about to what extent a certain synthetic reaction is technologically feasible on the large scale and acceptable from the perspective of environmental protection. The Wittig reaction is an excellent example for consideration of the above aspects in a synthetic reaction and for the introduction of criteria for evaluation.
