American National Standards ANSI/ASSE

To provide the needed education for designers, safety professionals are encouraged to develop their own supportive data on incidents in which design shortcomings were identified. That initiative should be followed by a major effort to have the American National Standard ANSI/ASSE Z590.3— 2011 be accepted as a desi guide.

A good guideline for what elements a safety management system should contain is the American National Standards Institute (ANSI), ANSI/AIHA ZlO-2005 American National Standard Occupational Health and Safety Management Systems. A similar standard exists for the construction and demolition industry ANSI/ASSE AlO.38-2000 (R2007) Basic Elements of an Employer s Program to Provide a Safe and Healthful Work Environment.

A recently developed American National Standard is recommended as a reference on risk assessment. ANSI/ASSE Z590.3 is titled... 

On September 1,20011, the American National Standards Institute (ANSI) approved the standard ANSI/ASSE Z590.3— 2011. Prevention through Design Guidelines for Addressing Occupational Hazards and Risks in the Design and Redesign Processes. It must be understood that activities at NIOSH are limited to occupational safety and health. 

Section 7 in ANSI/ASSE Z590.3 is devoted to the hazard analysis and risk assessment process. It is the core of the Prevention through Design standard. The following process outline is a recent work, having been approved by the American National Standards Institute on September 1,2011. In the standard, the narrative for each subject is extensive and is recommended reading.

The two most-used standards are the ANSI/ASSE Z359 2007 Fall Protection Code and the ANSI/ ASSE A 10.32-2004 Fall Protection Systems -American National Standard for Construction and Demolition Operations. It should be noted that the over 600-page ANSI/ASSE Z359 2007 Fall Protection Code is a more up-to-date standard and much more comprehensive than the 35-page ANSI/ ASSE A 10.32-2004 construction standard, however both are used to manufacture fall arrest equipment for people who work at height.
