During the 1920s the following three national specifications for asphalt cements were pubHshed (/) Federal specifications, adopted in 1925 (2) the American Association of State Highway Transportation Officials (AASHTO) specifications, adopted in 1924, revised in 1926 and (2) ASTM specifications, adopted in 1922 to 1926, withdrawn in 1939, and re-issued in 1947. 

Bitumen Insoluble in Paraffin Maphtha (AASHPO T46). Portland cements are manufactured to comply with specifications estabUshed in each country (70). In the United States, several different specifications are used, including those of the American Society for Testing and Materials and American Association of State Highway and Transportation Officials (AASHTO). The ASTM aimuaHy pubhshes test methods and standards (24), which are estabhshed on a consensus basis by its members which include consumers and producers. 

Black oil should be a pure petroleum product free from fatty oils, fatty acids, resins, soaps, or other nonhydrocarbons. Sediment and sludge, insoluble in paraffin naphtha, should not exceed 12% when determined by the methods of the American Association of State Highway Officials. The product should be a distilled or fractionated oil, and should contain no oil-well water or residue therefrom. The product should be free of or contain no more than traces of naphthenic acids, naphthenes, mercaptans, soluble sulfide, and volatile sulfur derivatives. The oil should flow freely from the tank car at temperatures above 32 F.

Until well into the twentieth century, the majority of roads in the United States were little more than dirt tracks. The 260,000 miles of railroad in the year 1900 was more than double the 125,000 miles of road that had any type of improved surface (U.S. Department of Transportation, 1976). Only two percent of those were paved with asphalt or concrete—and the majority of these were in urban areas (American Association of State Highway Officials, 1953). In short, the only national transportation network capable of comparatively high speed and volume transportation services at the turn of the nineteenth to twentieth centuries was the railroads. With constant updates in the American Association of State Highway and Transportation Officials (AASHTO) and American Society for Testing and Materials (ASTM) specifications for epoxy-coated rebar, this corrosion protection system will continue to improve.
