Ministry of Efealth, Labor, and Welfare, Japan (MEfLW) The unit responsible for the improvement and promotion of social welfare, social security, and public health is the Pharmaceutical Affairs bureau of the ministry. It is one of the nine bureaus within the Pharmaceuticals and Cosmetics Division and is responsible for review and licensing of all medicinal products and cosmetics. In Japan, it acts as the focal point for ICH activities. Technical advice on ICH matters is obtained through MHLW s regulatory expert groups.

Although you will not be called to defend Commission policy, and should not even if you are invited to, you need to be aware that your names are in the public domain. You will be asked to give the Commission your advice on matters where there are often powerful commercial and social pressures and you may be the subject of direct or indirect lobbying. An institution, social form, or enterprise that takes much of its shape from the evolving metis of the people engaged in it will thereby enhance their range of experience and skills. Article 4 defines the legal timings. The Transparency Commission has to provide advice to the applicant within 30 calendar days. The applicant then gets 20 calendar days to respond or bring a complaint against this first opinion. The Transparency Commission has 20 days to transmit its definitive advice to the Minister of Public Health. The Minister of Public Health has to transmit the advice to the MA holder and to the Minister of Social Affairs and of Economic Affairs. The Trcins-parency Commission also has the right to consult appointed specialists. 

The first commission that formulates its advice is the Technical Council for Pharmaceutical Specialties.
