Use as Solvent. Toluene is more important as a solvent than either benzene or xylene. Solvent use accounts for ca 14% of the total U.S. toluene demand for chemicals. About two-thirds of the solvent use is in paints and coatings the remainder is in adhesives, inks, pharmaceuticals, and other formulated products utilizing a solvent carrier. Use of toluene as solvent in surface coatings has been declining, primarily because of various environmental and health regulations. It is being replaced by other solvents, such as esters and ketones, and by changing the product formulation to use either fully soHd systems or water-based emulsion systems. 

Current usage is almost entirely associated with the good adhesion to aluminium. Specific applications include the bonding of aluminium foil to plastics films, as the adhesive layer between aluminium foil and polyethylene in multilayer extrusion-laminated non-lead toothpaste tubes and in coated aluminium foil pouches. Grades have more recently become available for manufacture by blown film processes designed for use in skin packaging applications. Such materials are said to comply with FDA regulations. 

Regulates the use, transport or storage of petroleum spirit and - as extended by other legislation - mixtures, e.g. adhesives, thmners or lacquers containing petroleum, and non-petroleum based solvents with a flash point <73°F. 

In recent years, the use of solvent-borne adhesives has been seriously restricted. Solvents are, in general, volatile, flammable and toxic. Further, solvent may react with other airborne contaminants contributing to smog formation and workplace exposure. These arguments have limited the use of solvent-bome adhesives by different national and European regulations. Although solvent recovery systems and afterburners can be effectively attached to ventilation equipment, many factories are switching to the use of water-borne rubber adhesives, hot melts or 100% solids reactive systems, often at the expense of product performance or labour efficiency. 

The increase of restrictive regulations on the use of organic solvents favoured the increasing use of latex-based adhesives. Because of the slow evaporation of water, these adhesives show less tack and can suffer bacterial attack. Infrared heaters and ovens can be used to favour the evaporation of water. Often a small amount of solvent (coalescing aid) is added to the latex system to improve wetting and coalescence of the latex particles. 

Solvents. Solvents affect adhesive viscosity, bond strength development, open time, cost, and ultimate strength. Blends of three solvents (aromatic, aliphatic, oxygenates, e.g. ketones, esters) are generally added, and in their selection environmental and safety regulations must be considered. The so-called El-emission class describes a wood panel presenting formaldehyde emission which is low enough to prevent any danger, irritation or inflammation of the eyes, nose and mouth mucous membranes. However, it is important that not only the boards themselves, but also the veneering and carpenter s adhesive resins, laquers, varnishes and other sources of formaldehyde are under control, since they also might contribute to the mixture steady state formaldehyde concentration [9]. Table 3 gives an overview on some European regulations.
