In addition to the laboratory facilities in the United States the CWS had field laboratories in operation overseas. The chemical laboratory companies and laboratory sections of chemical service companies, whose mission was the surveillance of CWS materiel and examination of enemy agents and equipment, were initially supplied with a field laboratory designated as model Ml, standardized in 1936 and in service until the latter part of 1943. Its 21,000 pounds of equipment, comprising 88 footlockers, 20 boxes, and 15 crates of laboratory materials, as well as a truck-mounted machine shop, had to be transported on seven 1 VS-ton trucks. Edgewood manufactured eleven Ml laboratories before the model was discarded in 1943. 

The Department of Energy operates seventeen major national laboratories and thirteen minor facilities in the United States that cany out energy research and development, basic science, and defense weapons work. The combined budgets for these laboratories exceed 6 billion annually, with a scientific and technical staff of more than thirty-thousand. 

A broader term than the laboratory is the test facility . This includes the persons, premises and operational units that are necessaiy for the operation of the laboratoiy. The proposed regulations went beyond these basic requirements for a valid study by requiring each study to have a study director who would have ultimate responsibility for implementation of the protocol and conduct of the study [ 3e/31(a)], and each testing facility to have a quality assurance unit to monitor conduct of studies. The concept of a quality assurance unit to monitor study conduct was a new one to most laboratories but a familiar one in manufacturing facilities operating under various GMP regulations. 

TPS Technologies operates several stationary site thermal desorption units exclusively for the ex situ remediation of petroleum-contaminated soil. After processing, the soil is tested by an independent laboratory and reused in commercial construction projects. According to the vendor, over 6000 projects have been completed. TPS has eight soil remediation facilities across the United States. 

Management has both directive and supportive responsibilities for the operations of the quality assurance unit to fully achieve compliance with Good Laboratory Practice regulations (1,2). The tone for the entire testing facility is set by management since it is their ultimate responsibility to establish and endorse procedures and policies which ensure a commitment to quality.
