Many companies provide support for both their research personnel and technical service personnel to participate in these types of activities. Even a pohcy of one conference per person per year, if appHed correctiy, provides a great deal of value to the individual and to the organization. The returns on this investment iaclude intangibles such as additional technical contacts and enhancement of the technical reputation of the company, as well as tangibles such as personnel possessing the latest information in their fields of endeavor, allowing them to better address customer concerns and needs, and developing ideas for process and product improvements.

Preparation In preparing for an audit, all data and documentation for the study are assembled for the inspectors to view (Figure 8.3). The study director, or other designated technical contact, should review the files and prepare to answer any questions. The master schedule and all files assembled by the quality assurance unit should be reviewed. An agenda, a work space, and a test facility floor plan should be prepared for the inspectors. The staff should be fully briefed and prepared for the visit. 

Production groups need specifications for plastics materials which fall within allowable practical property deviations. This saves production time and production money. Practical property ranges are best obtained from technical service groups, because of their constant technical contact with end-use industries.

Sometimes importers may not know the specific chemical identity of a chemical substance. Those importers are still responsible for ensuring that the applicable information is provided by the foreign supplier. EPA has established a procedure to allow the foreign supplier to report the chemical identity as confidential without providing it to the importer. The importer must advise the EPA, in a cover letter, that the chemical identity and the technical contact will be submitted by the foreign supplier. For each foreign supplier with a substance with an unknown chemical identity, the importer must fill out a separate report on Form U. The importer should make a photocopy of the blank form for submission to the foreign supplier. The instructions... 

The technical accuracy of the report, and if a claim is made, the confidentiality of information, must be certified by the respondent. As is common in TSCA reporting, a technical contact familiar with the information submitted must be identified. 

From 1992 to 1996, the National Center for Manufacturing Sciences (NCMS), a not-for-profit cooperative research consortium of more than 200 North American manufacturers, national laboratories, and universities, carried out a multiyear effort to develop Pb-free alternatives to Pb-based solders used for electronics assembly [2]. The proposed Reid bill, banning or taxing the use of lead in electronics, sensitized the microelectronics industry to the possible need to remove Pb from solders, and led to the formation of this project. The total cost of the research project was 10.6 million, with approximately 1 million coming from Department of Defense funds and the balance from in-kind contributions. Participating organizations and primary technical contacts are presented in Table 1.
