State The term state is one of the most frequently used terms in this project. It is used in two ways which may be distinguished as the international and the national context. In the international context, the state is the primary subject of international law. State refers to the independent and sovereign entity consisting of a territory, a population and a government. In the national context, it is somewhat different. Here, state is mostly used as the other party in relation to minorities. Minority claims are made vis-a-vis another party. This is the state. In this context, the state covers public and official decision-makers in political and administrative institutions at aU levels. [Pg.12]

On January 25, 2000, die committee referred to in Article 19 of IPPC Directive gave a favorable opinion of a draft Commission Decision on die implementation of a European Pollutant Emission Register. The Commission Decision (2000/479/EC), to be referred to as die EPER Decision, was adopted on July 17, 2000. In all the Gulf States, pharmaceutical preparations (medicaments) are distributed by general practitioners (GPs), pharmacists and through the Ministry of Health (hereinafter referred to as the Health Authority) hospitals. In an average year, some 14,000 cases of oil pollution are reported. Many are corrected by those responsible. When clean up of a spill is beyond the physical or financial capability of those responsible, local, state, and federal forces become involved. Thus, there are many public agencies, at all levels of government, trained in all aspects of oil pollution control. The lead Federal Response Agency is EPA (Environmental Protection Agency) for land spills, and the Coast Guard for spills at sea.
