Staffing outside

The type of fire alarm system should be chosen based on personnel resources available at the facility. For continuously staffed facilities, proprietary supervised systems are preferred. For facilities staffed less than continuously, remote supervised station or central station fire alarms system are usually considered. In these systems, alarms are monitored by an outside firm responsible for alerting appropriate personnel or by the local fire department.

Triage and decontamination sites near the patient arrival point outside the MTF or hospital must be in place and appropriately staffed and stocked with necessary equipment. Careful note of the prevailing wind must be considered, as these sites should ideally be upwind and uphill (and upstream) from the area of the toxic chemical release. These sites should also be in shaded areas to protect workers in PPE from the warming effects of the sun s radiant energy (Jordan, 2003).

It seems simple and obvious, but it is important that the work environment be capable of being secured. There should be locks on all doors and windows that the occupant can readily engage should a dangerous incident take place. In addition to the physical safety of the occupants when the area is in operation, it is important to be able to secure the area when it is not open or when it is not staffed. This concept extends to the use of fences aronnd outside areas of activity, operation, storage, and protection. 

Shift Patterns (Chapter 9)—Shift patterns refer to the scheduling of work activity outside the standard office hours, such as in 24/7 control room operations. These operations assume continuous staffing aud a handover of duty from one team to another. The example shifts are assessed against human factors best practice. Comparison of the two proposed shift cycles (i.e., summer and winter) with a notional ideal on the HSE risk and fatigue indices reveals similar results.
