Increasingly strict environmental control laws have resulted in a need to reduce the SOx emissions from most stationary sources, including FCCU s. The United States Environmental Protection Agency has proposed that limits be placed on the amount of SOx emissions from new, modified and rebuilt FCCU s ( ). Several local agencies have already placed limits on SOx emissions. For example, the California South Coast Air Quality Management District, in which 10 refineries are located, has an SOx emissions limit of 60 kg (132 lbs) of SOx (expressed as S0 ) per 1,000 barrels of oil fed to the FCCU. ... 

In order to meet the California South Coast Air Quality Management District SOx emissions limit, the 50,000-barrels-per-day unit, referred to above, would have to reduce its SOx emissions from 23.3 tons a day to 3.3 tons a day, a reduction of 86%. 

The prototype HD CatOx system was permitted by the California South Coast Air Quality Management District (AQMD) in 1990, and operating results met the conditions of the AQMD s permit to operate. 

This technology is currently commercially available. SR2 has permits to operate LTTD plants in 11 states Arizona, Arkansas, California, Georgia, Idaho, Nevada, New Mexico, Oregon, Texas, Utah, and Washington. Permits to treat chlorinated hydrocarbons have been issued by Arizona and the South Coast Air Quality Management District (SCAQMD) in California.

The South Coast Air Quality Management District, the air-pollution watchdog agency for the Los Angeles basin, funded a study to look at fuel cell locomotives as a means of reducing pollution. 

In February 1994, Ballard announced plans for a 40-foot, 60-passenger, 275-horsepower commercial bus with a range of 250 miles and, further down the road, a 75-footer. Development of a 60-foot bus was underwritten by various Canadian government agencies and by the South Coast Air Quality Management District. Rolled out in 1995, the low-floor bus was built by New Flyer Industries of Winnipeg.

Rule 66 (later called Rule 442 of the South Coast Air Quality Management District) also limited oven emissions from baked coatings. Incineration, absorption, or recovery of volatiles is needed to meet this restriction. In further regulations, use of high-solids, low-solvent, water-borne, and other types of coatings with low-volatile emissions was encouraged. The evolution of various air pollution regulations has been summarized (74, 75).
