Studies of technological innovation have indicated that small companies are more efficient innovators than are large firms. Yet small business is the sector most starved for capital. The Edison Seed Development Fund, with its grant program, is designed particularly to provide timely assistance to these small companies. 

For safety and loss prevention professionals who may be independent contractors or working for small entities, the Small Business Administration (SBA) may be a source of financial assistance to support the loss prevention and safety effort. The SBA provides a number of programs, including loans and financial packages, for various small business entities. 

Small business owners can request assistance from OSHA in identifying potential occupational hazards. This free consultation includes help developing an occupational heath and safety program. OSHA believes this can decrease workers compensation claims. Better working conditions also improve worker morale, leading to increased productivity.

Check with your state environmental agency, or your state s Small Business Clean Air Assistance Program, normally overseen by your state Department of Commerce, to see if oil and gas exploration and production facilities are covered by an exemption. 

You also need to be aware that your state may have specified other hazardous air pollutants. If you need help in determining whether you emit any hazardous air pollutants, review your material safety data sheets, contact your suppliers, call a state air compliance specialist or a representative of your state s Small Business Clean Air Assistance Program, or contact one of the state references listed in this book. 

The waste audit program is Intended to provide assistance to California s small quantity generators of hazardous waste. This is accomplished by issuing contracts to evaluate waate reduction opportunities in industries typically comprised of small to medium businesses. Waste-generating operations are studied to identify potentials for reducing waste, recycling or recovering resources, or alternative treatment measures. The economic feasibilities of the various alternatives are analyzed, and the study results are compiled in a final waste audit report.
