Expressing the requirements in terms of requirements that can be verified and validated has two meanings. You need to be able to verify that both the design input requirements and user requirements (if different) have been achieved in the product so they need to be expressed in appropriate terms. The vehicle to contain such requirements is usually a product or service specification. You also need to be able to verify that the design output meets the design input and to achieve this you will need to document your calculations and analyses. 

Service specifications should provide a clear description of the manner in which the service is to be delivered, the criteria for its acceptability, the resources required, including the numbers and skills of the personnel required, the numbers and types of facilities and equipment necessary, and the interfaces with other services and suppliers. 

The protective value of a phosphate coating is enhanced by a dip or rinse in an acid chromate solution. Joint Service Specification DEF-29 makes such a rinse mandatory for steel parts treated by an accelerated process, and optional after treatment by a non-accelerated process. Contracts and Specifications. A contract is a legal document that specifies the responsibilities of both the contractor who dehvers the service and the owner who receives the service. Specifications are also legal documents that the contractor must follow throughout the project. Specifications are often based on well-developed construction practices but sometimes may include special requirements added by the owner. These legal documents are developed, negotiated, and decided upon between the contractor and the owner. 

Failure is the abbreviation of service failure and is defined as a system malfunction, or in other words, when the delivered service deviates from the correct one. The delivered service is considered correct when it is according to the system specification.
