International transport processes are particularly significant with respect to protecting cargo. Security and safety are assiued by relevant organisations. Actions related to maritime transport are carried out by the International Maritime Organisation (IMO) air transport is covered by the International Civil Aviation Organisation (ICAO) and the International Air Transport Association (lATA). 

An airport consists of numerous elements which are linked with various internal relations with a strong impact of the human factor. It is therefore a complicated socio-technical system. The correct operation of an airport requires providing the appropriate level of security by the Airport Managing Entity (AME). One of the aspects involved in providing security is protection against the acts of unlawful interference (ICAO 2010). The research related to providing the continuity of operation of an airport conducted so far focused mainly on the problem of operational availabiUty i.e. the reliability of various technical components of the airport system considered together with their structural reliability as well as the external...

The Assembly also adopted a Declaration on Aviation Security which urges Contracting States to inter alia, strengthen and promote the effective application of ICAO Standards and Recommended Practices, with particular focus on Annex 17 -Security, and develop strategies to address current and emerging threats strengthen security screening procedures, enhance human factors and utilize modem... 

It must be noted that ICAO s Business Plan is driven by six Strategic Objectives Safety -Enhance global civil aviation safety Security - Enhance global civil aviatirai security Environmental Protection - Minimize the adverse effect of global civil aviatirai rai the enviromnent Efficiency - Enhance the efficiency of aviation operations Continuity - Maintain the continuity of aviation operations and Rule of Law - Strengthen law governing intematiraial civil aviatirai. 

ICAO s Mission and Vision Statement calls for ICAO to work to achieve its vision of safe, secure and sustainable development of civil aviation through cooperation amongst its Contracting States. 

In pursuance of these objectives, ICAO, in collaboration with its Member States, could undertake a study to identify critical aviation information systems review the effectiveness of existing mitigation measures established for such systems identify any vulnerabilities in current security arrangements analyse best practices on how to address these vulnerabilities and determine how to better manage identified residual risks. 

The communique reminded ICAO Member States of the need for cooperation in all matters related to aviation security, particularly with regard to the requirements of Standard 2.4.1 of Annex 17 - Security, which required each member State to ensure that requests from other Contracting States for additional security measures in respect of a specific flight(s) by operators of such other States are met, as far as may be practicable. The requesting State was required to give consideration to alternative measures of the other State that are equivalent to those requested.
